About this file
This document contains technical questions and answers related to a Request for Quote (RFQ) for the Inpatient Mental Health Patio Refresh project at the VA North Texas Health Care System. The key details are:
The RFQ is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and has a proposed period of performance from 08/01/2024 to 12/31/2024. The solicitation number is 36C25724Q0752. The technical questions cover various aspects of the project, including requirements for the patio surface, drainage, equipment usage, contractor access, and additional garden beds. The VA will provide plans for the awning installation that is part of the scope. Contractors must obtain approval from the VA for all equipment needed on site due to the highly controlled nature of the mental health area. The VA will provide contractor escorts during the installation process to allow access in and out of the space.

Technical Q & As
36C25724Q0752 - Inpatient Mental Health Patio Refresh
1. PWS Section 1.0 “This requirement includes healthcare quality, prefabricated from recycled materials minimum tile height 2”,
a. The VA mean Pile Height? Yes we are referencing pile height.
b. Is 2 in height the only allowable height, this will lead to heavy matting of the turf. 2” is recommended. Bare minimum is 1.25” pile height.
2. PWS Section 1.0 “This requirement includes healthcare quality, prefabricated from recycled materials
a. Are recycled materials absolutely required. Not required but are preferred.
3. PWS Section 2.0 number 2. Self-Leveler
a. Can a panel system instead of self-level concrete for base? Please provide panel system example.
b. Can a grading plan be provided to determine the amount of self-leveler needed. No plan can be provided. Rate 24sf per 40lb bag.
4. Is there drainage requirements and specific percolation rate that needs to be met? Percolation should run free of the existing slope.
5. What would requirements be for use of arial equipment and what is required buffer zone? Any equipment causing noise or vibration will need to be approved prior to usage.
6. Are there any south or southwest facing windows? If so, can we find out what type of glass packs are in the windows? How does the correlate to the scope?
7. Does the VA have a set of plans including drawings of the space and layout of the patio. Yes, VA can provide those.
8. It was mentioned that an awning was going to be installed in the space. Does the VA have the plans for this awning, and will the turf be placed under the awning, or will the turf exceed the edges of the awning. VA does not currently have plans for the awning, however will have them available closer to the timeline. The turf would likely exceed the awning parameters.
(Question 8: We would need the plans for the awning since the turf is located under it and according to the question exceed the parameters (I think the mean Perimeter) - VA POC will supply the awning plans when they are available. )
9. When is the timeline for the installation of the awning. Early fiscal year 2025.
10. The space had multiple cement seating systems installed in it. Is the contractor expected to remove these items prior to installing and replacement after installation? The contractor is not required to remove the seating nor replace the seating.
11. The PWS states 1150 SF. what if the area measured after award exceeds the 1150 SF. The PWS calls for 800 square feet not 1150 square feet.
(Question 11: The answer provided states 800 square feet. So which is it? - The 1150 square feet is for the 2J Dallas building. 800 square feet is for the mental health patio. )
12. The PWS Section 2.0 number 1 states “….west side if the Atrium of Building 2J…..” is this a typo, since the CLIN 0001 states Mental Health patio which is a different area of the building. This is not in the PWS. This is for the Mental Health patio.
(Question 12: The answer provided states 800 square feet. So which is it? - The 1150 square feet is for the 2J Dallas building. 800 square feet is for the mental health patio. )
13. The PWS Section 2.0 number 4 (Transitions pieces) calls for transition pieces around the perimeter,
a. At what rate of transition does the VA want? Please elaborate more.
b. How far from the edge does the VA want the transition to start. The edge of which wall?
c. Lastly at what pile height does the VA want the end of the transition to be at. Height of the original pile.
Thank you for clarifying. VA would want a rate of transition from 2” to 1.5 to 1” if possible. The transition would need to start minimum 2’ from the edge. Due to the turf being under the awning, VA will provide the plans so the vendor can accurately position the transition, when they are available. The end of the transition would need to be a minimum of 1”.
14. The pricing has CLIN 0002 (Garden Bed) what is this requirement. The SOW / PWS does not mention a garden box anywhere in it. There will be a need for 2 4’x10’ garden beds needed in addition to the turf. Wood garden beds with a 4’x10’ dimension with a 18” minimum height requirement. Drip irrigation system is preferred.
15. This space in the Mental health area is highly controlled. We completely understand that. However, there are multiple tools and pieces of equipment needed to perform these services. (i.e Knives, tools etc.) what requirements does the VA have regarding these items?
Contractors must notify VA POC all pieces of equipment that is needed for the job and receive approval before starting the project.
16. This space in the Mental Health area is Highly controlled, with very tight and limited access, how will the contractor be able to access the area of operations since there is a lot of back and fourth (in and out) of the space which requires key and special access, will a full time escort be provided? VA POC is investigating the instructions for this clearance. When available VA POC will provide direction. Contractor will have multiple escorts provided during the duration of the installation process. This will allow for the contractor to have access in and out of the space.
17. The patio area is set on a false floor of concrete tiles, with spacing between the tiles for drainage, the SOW calls for self-leveler to be applied, this will flow through the spaced tiles falling to the subfloor. This will also prohibit drainage for the entire space. How does the VA want the contractor to address this since the floor was specifically designed to allow for drainage from the rooftop space. What are other solutions the contractors can provide that will still allow for drainage?
18. The patio space is located on a rooftop and has a security fence around the patio that is climb proof and completely sealed. How can the contractor be expected to access the space without a crane since the rolls of turf and all other items cannot go through staircases. The contractor can use a crane, boom lift or forklift to bring product over or into the fence. VA POC will have the fence open to support the project.
