Technical Questions and Answers
1. Could a picture of the data plate of the air handler (Unit located indoor) be provided?
Photos of AHU and condenser attached.
2. We noticed that there isn't a CLIN number to price out the installation cost. I think line item #0005 was supposed to be for the installation cost, not the Administration Fee. Is this the case? In the RFQ under B.2 Scope of Work, it calls for a separate line item pricing the installation.

3. What voltage the unit needs to be 208-230V or 460V single or 3 phase.
3 phase/460 volts
4. The location of the existing condenser system (for example northeast side of the building front back of the building or on the roof).
The condenser is located on the roof above the back dock of BLDG 2. It is currently in 2 pieces. One 10 ton and a separate 5 ton that was installed as a temporary repair within the last 2 last years. There is a wall mounted ladder and scuttle hole on the back dock to access the roof.
5. Is there a staging area for debris removal or an area for a small bin?
There is an open top dumpster below the worksite at the dock of BLDG 2. This may be utilized for debris. If the contractor wishes to leave the old units, the VA has a source that can scrap the old units out at no cost.
6. 10 Ton Air Handler with a 24.92KW Heater: Air handlers in commercial settings often operate on 208/230V or 460V, three-phase power, especially when paired with large electric heaters like the 24.92KW unit mentioned. The voltage requirement can depend on the specific model and manufacturer. It is not disclosed in the equipment specs which Voltage the requested system runs on, could you please advise?
The air handling unit and condenser are 3 phase/ 460 volts. The current air handler has a hot water heating coil. We would like to go back with that and stay away from electric heat. I’m not sure the available power would support electric heat.
7. What prompts the VA to replace the copper line outside the building?
The lines are original to the equipment(20 years) Multiple leaks have been repaired as well as different refrigerants used in these units. A new line set will help ensure the longevity of this new equipment. A separate 5-ton condenser was set within the last 2 years when we lost a compressor due to possible burnout. Lines were flushed, but contamination could still be present.
8. Why does the VA wish to remove all electrical conduits beneath the existing equipment?

It is not required, but we believe it will be necessary to remove the old unit and set the new. The VA electricians will need to identify those circuits that are needing to be shut down and help mitigate and disruptions during the swap out.
9. What is the reason for the VA's decision to remove the ceiling grid?
The air handling unit is located above the drop ceiling and removal is necessary to facilitate removal of the old unit and installation of the new unit.
10. The old system is not a Heat Pump System, you are requesting the new system to be a heat pump, correct?
The old system is a 10-ton DX cooling unit with two stages of cooling(5 each). The heating on the old unit is hot water. The heating water is provided through building heat exchangers and is piped to the unit above the ceiling. The heating valve on the circuit is controlled by building automation and does not need to be replaced.
11. Access point to the interior unit is very limited. In the event that the unit doesn't fit through the only access, would it be ok if we can remove the door along with any additional demo and rebuild?
Contracting Officer Question I can confirm that there is 35” of clearance at the door and the current air handler installed is 28” at its widest point.
12. Do you want us to include the removal of the ceiling grids, lights fixtures and assemble them back in our bid ?
Yes
13. On the rooftop there were 2 condenser units instead of one that was mentioned. Do you want us to replace both ?
Only one- 10 ton condenser to be installed.
14. Will we keep the same duct components and just attach them to the new units?
Yes. The contractor will only be responsible for adapting the new unit to the existing room duct system.
15. 5. Is there any brand preference to be used ?
As long as the unit meets the same requirements as the unit being replaced, the brand is up to the contractor.
16. What are the ICRA requirements? ICRA LEVEL 1 AND 2
1. Perform work activity in a manner that does not create dust.
2. Immediately replace any ceiling tile, close access panels, etc., upon completion of work.
3. Any materials and equipment being brought into the facility must be free of contaminants and loose material.
4. Provide active means to control airborne dust from dispersing into occupied areas and/or water mist surface to control dust (e.g., Mobile Dust Containment Cart or some other system).
5. Ensure worker clothing is clean and free of visible dust before leaving the work area.
6. Remove or isolate air diffusers (supply and return) to protect the HVAC system from dust and reduce air turbulence. Rebalance system to address diffuser isolation.
7. When the work involves or impacts potable water systems including stagnation due to reduced usage, the piping shall be flushed twice a week or isolated from the main system.
8. Seal doors to prevent dust migration.
9. Contain all trash and debris in the work area. Perform daily cleaning and disposal of trash (covered) from work area using an identified exit route.
10. Any equipment, tools, or materials removed from the work area must be in sealed containers and/or cleaned of dust and debris prior to removal from the area.
11. Nonporous/smooth and cleanable containers (with a hard lid) must be used to transport trash and debris from the construction areas. These containers must be damp-wiped cleaned and free of visible dust/debris before leaving the contained work area.
12. Install a sticky (dust collection) mat at entrance of contained work area based on facility policy. Sticky mats must be changed routinely and when visibly soiled.
13. Maintain clean surroundings when area is not contained by damp mopping or HEPA vacuuming surfaces at least daily.
17. Will contents in the room be removed by the VA prior to the contractor beginning work?
The room is small, but not completely full of things. The VA will relocate anything inside the room that is movable and the contractor deem in the way.
18. Will the VA remove and replace the ceiling grid and tile or will this be the contractor's responsibility?
The Contractor will remove and reinstall the ceiling grid and tiles for installation.
19. There is some electrical obstructing the installation. Will the VA or contractor be responsible for moving the obstruction?
See question 8. The contractor will be responsible for removing and reinstalling these circuits for installation of the unit. The VA electrical Shop will identify the circuits and assist with mitigating power outages during the installation.
20. Are any of the wires to the server rack running in any of the conduit under the unit?
No. There are 5 electrical conduits that run under the current unit. One feeds power to the air handler. Two 1-1/4” conduits provide power from a lighting controller to the Conference Room. Two ½” conduits provides control from the room to the lighting controller.
There is also a live sprinkler line under the unit with a sprinkler head terminating in the ceiling under the air handling unit. (Fire Control or Plumbers would have to address this.)
21. The SOW states work can be conducted Monday through Friday, 7:00 am to 5:00 pm.
Can you confirm these hours are still acceptable?
Yes.
22. Would you be extending this solicitation for a couple more days up?
No.
23. Will there be changes to the SOW to combine the other other HVAC?
NO

25. Will we be responsible for alternate A/C for the staff while we will be installing the new replacement The VA will be responsible for providing alternate cooling during the installation.
26. Will vendor we allow to pull city permit?
Contracting Officer Question I do not believe a city building permit is required on federal property, but this should be verified.
27. Can we get a copy of the layout of the ceiling plans?

30. Will the contractor be responsible for removing all electrical conduit serving other areas or devises interfering with the removal and installation of the HVAC equipment being replaced in this SOW?
contractor will be responsible for all electrical to the AC unit. VA electricians will reroute power not related to the current unit.
31. What does the existing conduit routed under the AHU serve?
Other systems in the area. I believe the conduits are for lighting and associated controls for the conference room.
32. Will the existing conduit under the AHU need to be rerouted to another permanent location.
Please provide desired routing.

33. Will the contractor be responsible for the removal and reinstallation of the existing ceiling system?

34. If a new ceiling is to be provided, will it need to be painted same as the existing?

Contractor may use existing materials if possible.
36. Will the entire supply and return air ducting be replaced?
The Contractor will be responsible for adapting the new unit to the existing supply and return ducts. The existing ductwork does not need to be replaced.

The VA A/C Shop does employ a Controls Mechanic that can assist with the control wiring of the new unit to the existing Building Automation System.
38. Is the existing refrigerant piping to be replaced with new piping?
A new 2 circuit line set should be included in the replacement.
39. How many condensing units make up this system?
There is one 10-ton condensing unit to this air handler. A separate condenser was installed about 2 years ago when the original unit lost a compressor. The Contractor will be responsible for removing both units associated with this install, but only replace the 10- ton condenser.
