Performance Work Statement Revisions:

Section 1.1 is replaced in full with the following:

1.1 Mission. Supply Chain Management Service (SCMS) provides all Warehousing, Mailroom, Lifecycle Management, Medical Supply Distribution, Purchasing, and Contract Administration services for the CTVMCS. The Contractor would be responsible for delivery services to 1901 Veteran Memorial Drive, Temple, TX 76504.

Sections 2.1.4, 2.1.5, 2.1.6, 2.1.7 and 2.1.8 are added as follows:

2.1.4 Warehouse shall be within a minimum confinement of 25,000 SF to a maximum of 38,000 usable SF. The SF does include shelving spacing to help minimize floor space.

2.1.5 Warehouse facility shall be located at/or within 15 radius miles of 1901 Veterans Memorial

Drive, Temple, TX 76504.

2.1.6 Warehouse space shall be accessible with 4 high docks with one ramp access.

Warehouse will have 4 loading docks with roll up garage doors.

2.1.7 Warehouse storage will be used to store Medical Supplies, Medical Equipment, Information Technology Equipment and Furniture.

2.1.8 Delivery locations will be the following:

Temple Facility 1901 Veterans Memorial Dr Temple, Texas 76504

Section 3.3.1 is revised to twelve (12) work stations

Questions and Answers:

1. Q: Is it possible to extend the response deadline to Monday March 11th at 11 am

CST?

Response: The solicitation close date will be extended to 3/13/24 at 2pm CST as shown in block 14 of this amendment.

2. Q: What about Preexisting condition of goods (specifically in used condition, but also new), concealed damage, damages not caused by contractor, specifically caused in transit to the contractor or caused by VA personnel?

Response: Contractor will not be responsible for any medical supplies or equipment that is previously damaged in shipment.

3. Q: Of the approximately 2500 pallets of goods, what percentage or quantities are estimated to be larger than a standard pallet? Example hospital beds/exam chairs. We already have goods like this in storage at the facility, and they are not standard pallet dimensions, making racking, storage, and article tracking of them more physically and administratively burdensome.

Response: It is estimated that 30% of pallets may be larger than a standard pallet which for the Department of Veterans Affairs is 48 x40. Anything larger than a standard pallet, coordination and notification would be given to the Contactor prior to arrival. Equipment items may not be placed on a pallet. Space for these items would be required until the VA received proper disposition instructions.

4. Q: Regarding hazardous materials, what is the quantity or % of total pallet/inventory on hand to expect for that material? There are special logging and consolidation/storage requirement/restrictions for this type of material; in order to estimate total area, manpower, and labor burden, this information is very helpful.

Response: Less than 5%, however Contractor needs to have a designated area identified for HazMat materials and be prepared to transport. Coordination and notification would be given to the Contractor prior to arrival or delivery.

5. Q: The PWS calls for fiber optic internet connectivity, does the VA require exclusive access to that ISP, or is an ISP connection to the facility that the VA is connected to meet this requirement? If they have exclusive access, does that mean that we need our own connection for warehouse personnel to use and maintain WMS entries outside of the VA network connection?

Response: Contractor only needs to provide internet capability. VA does not need access to the ISP.

6. Q: How many users from the VA will need access to the web-based warehouse management system (WMS), how many of those users will have pick ticket/work order capability?

Response: Twelve staff need to have access.

7. Q: Please confirm that we are responsible for the delivery and transportation between locations or just the coordination of it? (It’s a service that we would absolutely be interested in doing, but not sure if it’s meant to be part of this contract or not).

Response: Both. Coordination will be done on deliveries (as needed) from the VA warehouse staff to the contractor on deliveries. Deliveries Will be to and from the contractor warehouse to Temple.

When coordination is made, the approximate time for delivers is listed below:

8. What is the minimum square footage the Government estimates they will need for the warehouse in the solicitation?

Response: Reference added section of the PWS 2.1.4.

a. Of the space required for material/equipment:

i. What estimated percentage of material is not stored on a standard 48” x 40” pallet?

ii. What is the percentage of material that requires floor space versus being able to be stored on pallet rack?

Response: It is estimated that 30% of pallets may be larger than a standard pallet which for the Department of Veterans Affairs is 48 x40. Anything larger than a standard pallet, coordination and notification would be given to the Contactor prior to arrival.

Equipment items may not be placed on a pallet. Space for these items would be required until the VA received proper disposition instructions.

9. Will the government require a backup power supply (generator)?

Response: Not required.

10. On Section B.3. (Price/Cost Schedule), page 20, start date is cited as 30 March

2024.

a. Is the government flexible on the start date?

Response: See revision to period of performance in block 14 of this amendment.

b. How much transition time will the contractor have to move VA material into the contractor’s warehouse?

Response: VA will be responsible for initial material to the offsite warehouse.

11. How much material / how many pallets will the VA need to move immediately into the warehouse?

Response: The VA would immediately move approximately 40 pallets and approximately 100 pieces of equipment. VA will be responsible for moving any medical supplies and equipment to the Contractor location.

12. Is the contractor responsible for the initial transshipment of current VA-owned material into the warehouse?

Response: No, VA will be responsible for initial deliveries to the offsite warehouse.

13. In Section 2.0 (General Requirements), paragraph 2.8.1 (Warehouse Operators

Legal Liability Insurance – WOLLI), page 9 refers to a WOLLI Policy requirement to cover $5Million. Typically, in the industry a WOLLI Policy is used to cover a percentage of materials in the case of theft or damage by personnel on site. If a warehouse contains $5 million of inventory, then the WOLLI would cover 10% of that value, so the policy would only be for $500,000 Annually. If the Government requires a $5Million annual policy, then that would typically be for warehouse holding $50Million worth of inventory annually.

a. What is the value of the contents the Government intends to hold at any given time?

b. Does the Government want the WOLLI policy to cover the full value of the materials on hand? This contradicts standard industry practice.

NOTE: if the government requires the full $5Milllion in WOLLI coverage, this will be a high-cost item that will affect pricing.

Response: Due to medical supplies and equipment being received, issued, and delivered, there is no way to accurately determine the amount of equipment or supplies that will be in the warehouse at one time. It is estimated the amount may be $6 million each month.

Response: The contractor shall provide and always maintain a Warehouse Operators Legal Liability Property Insurance to safeguard the government against inventory physical loss or damage. This Liability Property/Damage Policy shall be no less than (10%) of property at the time of damages or property losses. In the event of any adverse circumstance, the contractor will be responsible for the total value (based on government’s acquisition cost) of the inventory that’s stored at the contractor’s warehouse. Adverse circumstances, may include, but is not limited to, inventory loss/damage due to fire, flooding, hail, windstorm, careless handling or storage, defective climate control, insufficient facility maintenance, etc. If the contractor’s insurance provider does not cover the entire value of an inventory physical loss or damage, the contractor will be legally liable to cover such cost (based on government’s acquisition cost).

14. In paragraph 3.3. on page 11, the solicitation states, ‘The contractor shall provide a full range of consolidated warehousing service assistance for CTVHCS, logistical support services and warehouse operations such as inventory management, staging, and delivery for VA Warehousing in support of the CTVHCS. The Contractor shall oversee, store, and repackage property if needed (e.g., medical supplies and equipment) and schedule deliveries and pickup among other tasks. This includes movement of property from one location to another. All deliveries will be inspected and accepted by VA employee prior to storage in contractor facility.

a. Will the contractor be required to provide deliveries to VA facilities?

i. If so, please specify the facilities.

b. What is the estimated/average number of pallets per delivery?

c. How often will the deliveries be needed (Daily/Weekly/Monthly)?

i. If multiple sites, please specify by site.

Response: Coordination will be done on deliveries (as needed) from the VA warehouse staff to the contractor on deliveries. Deliveries Will be to and from the contractor warehouse to Temple.

Estimated average number of pallets per delivery is 100 pallets per day.

15. Supply Chain Management Service (SCMS) provides all Warehousing, Mailroom, Lifecycle Management, Medical Supply Distribution, Purchasing, and Contract Administration services for the Central Texas area composed of three

(3) main facilities in:

1. Temple,

2. Waco, and

3. Austin, TX and

4. Ten (10) Community Care Outpatient Clinics (CBOCs).

Can VA Provide the address for the Ten (10) CBOC’s

Response: Section 1.1 of the PWS has been revised, please see continuation pages above for the revision.

16. Period of Performance. The period of performance for this effort will be a base year of 12 months and four (4) option periods of twelve (12) months each. Each option will be exercised at the government’s discretion.

Can VA Provide an estimated start date, the reason for this request is that identification of a site is currently under construction that will be suitable, but I need to verify construction completion date versus VA contemplated start date.

This also will affect the ability of the team to obtain and set up the facility for operations from such items as:

a. Electric shelving, space racks. Forklift and associated training for the team.

Response: Start Date is revised to 30 May 2024

17. Based on the facility requirements, would the VA consider, options such as 2 sites on one lot to accommodate the space requirements if we would like to potentially leverage a trusted teammate as the prime as they are an SDVOSB?

Response: The VA will consider 2 sites on one lot as long as they are on the same site.

Response: Please see FAR 52.219-14(e)(1) (Limitations on Subcontracting

Services (except construction), it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 50 percent subcontract amount that cannot be exceeded. When a contract includes both services and supplies, the 50 percent limitation shall apply only to the service portion of the contract.

852.219-75 VA Notice of Limitation on Subcontracting – Certificate of compliance for Service and Construction.

(i) □ Services. In the case of a contract for services (except construction), the contractor will not pay more than 50% of the amount paid by the government to it to firms that are not VIP-listed SDVOSBs as set forth in 852.219-73 or VOSBs as set forth in 852.219-74. Any work that a similarly situated VIP-listed subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. Other direct costs may be excluded to the extent they are not the principal purpose of the acquisition and small business concerns do not provide the service as set forth in 13 CFR 125.6.

18. Is there an incumbent for this contract?

Response: No

19. Is the VA currently operating a site independent of a vendor?

20. Can the VA provide the UN number and PG for each of the hazards listed and the number of pallets that the VA intends to store at any given time?

Response: If Hazmat is going to be stored coordination will be done prior to delivery with supporting documentation.

21. Would the government consider an alternate CLIN to bill additional hours during a public emergency/disaster?

Response: No, please reference PWS section 3.5.6.

22. Can the VA provide the size and scope of these shipments in cases and or pallets?

Response: It is estimated that 30% of pallets may be larger than a standard pallet which for the Department of Veterans Affairs is 48 x40. Anything larger than a standard pallet, coordination and notification would be given to the Contactor prior to arrival. Equipment items may not be placed on a pallet. Space for these items would be required until the VA received proper disposition instructions.

23. Does the VA require the vendor to control the humidity, monitor, or both?

Response: The vendor shall do both, control and monitor. The facility should have electronic monitoring and reporting of out-of-range event capabilities and/or the facility monitoring must be able to report out-of-range events. The method of monitoring must be able to be investigated whether electronic or manual monitoring.

24. Is the contractor required to complete any preventive maintenance on the medical/equipment?

25. What is the length of time that the vendor has to keep surveillance footage?

Response: VA does not have a set time frame. Depends on how many camaras that is needed to cover the warehouse. Normally it is kept for 30 days.

26. In the PWS, the government provides the requirements for the Pallet Racking System. Is it assumed that the contractor will procure all other warehouse related items in order to perform the warehouse mission?

Response: Yes, the contractor is required to procure all warehouse related items to perform mission.

27. Will the contractor be required/allowed to use VA authorized automation and software, i.e., for the Warehouse Management System?

Response: No. VA Software is for VA employees. Contractor must have own system to mange inventory.

28. Will the gov’t be providing the authorized/required automation in an effort to ensure uniformity of systems and access?

Response: Yes

29. Will the personnel require PIV access?

30. Is the estimate 250 or 2,500 pallets for storage?

Response: The estimate is 2500 pallets for storage.

31. Does the VA require 24/7 manning given that this requirement will also support the CBOC’s?

Response: The VA will not require 24/7 manning.

32. Is there any requirement for storage of IT equipment?

Response: IT Equipment will be received and will be stored until the equipment is entered into the system and coordination with IT is made for delivery.

33. Will oxygen be stored, or just oxygen concentrators?

Response: Oxygen will not be stored at the facility.

34. Will any medicine be stored from the CBOC’s?

Response: Medicine will not be stored at the facility.

35. Which type of specific HAZMAT products are currently be stored?

Response: Currently no HAZMAT products are stored in the warehouse. The contractor should have procedures in place when HAZMAT items arrive.
