About this file
This is an amendment to a solicitation issued by the Department of Veterans Affairs for a Temple Solar Field Repair Project. The amendment extends the quotation due date to December 22, 2023 at 3:00 PM CST and provides answers to technical questions from prospective offerors. The project involves repairing and refurbishing two existing solar electric fields at a Veterans Medical Center in Temple, Texas, with a combined capacity of approximately 5 megawatts. Repairs to the first 2.5 megawatt field include replacing wiring damaged by fire, replacing inverters, and ensuring monitoring systems are functional. The second 2.5 megawatt field requires troubleshooting intermittent inverter trips and replacing damaged wiring. Offerors must visit the site, are required to submit firm fixed prices, and if awarded must provide equipment, installation, and commissioning services to complete the work within the stated delivery timeline.

STATEMENT OF WORK
TEMPLE SOLAR FIELDS REPAIR/REFURBISHMENT PROJECT
To Repair/Refurbish the 2 (2.5)MW Solar Electric Fields at the Veterans Medical Center Temple, Texas
(A) It is the intent of the VA to refurbish the grid-tied 2 X (2.5)MW solar electric fields built in 2012 and 2013 for site electric energy generation and utilized by the VA. The first solar system (1) is a 2.5 MW bi-polar solar electric generation field, constructed on snapNrack S450 racking system on the ground with the following major components:
Salient Characteristics of First Solar Field (1) - Existing System Components Description:
1) Bi-polar System.
2) System Size; DC Output, 12,264 Modules x 240 Watts each = 2.9MWdc
AC Output, 12,264 modules x 213.4Watts x 94.5% = 2.55MWac
3) 5 X 500KW Advanced Energy Industries Solaron Bi-polar Inverters
4) 40 AMTEC PROM (24M) combiners
5) SWITCHBOARD; 1 3Ph 4000A 480V Square D switchboard
6) 1 12.47KV :480V Transformer
7) 5 Remote Ties.
8) String level monitoring system.
(B) This solar electric field (1) system production has degraded from 4GWh per year since it was built in 2012 to below 2GWh in the past year. There was an electrical short circuit (fire) in one of the arrays’ cable trays which burnt out some wires. The imbalance of the array fields due to the fire caused a few inverters to shut down. The 5 inverter cabinets are all rusty on the outside and the inverters need to be replaced with equal capacity inverters.
(C) Scope of Work - The work to be done is on the two solar fields which are independent of each other. The contractor is encouraged to visit the solar farms to familiarize themselves with the project. Site visit shall be scheduled for prospective vendors to be acquainted with the project. It is the contractor’s responsibility to check and verify solar equipment and replacement parts and materials before bidding. This job when completed and functional shall produce approximately 5MWac power from the two solar fields. All commissioning and testing report must be provided after completion of the project within 15 days.
Note:
1) There are two distinct solar fields, one bipolar and the second unipolar field.
2)All demolished parts or equipment shall be hauled away and disposed/recycled properly.
The objectives of work on solar field (1) project are:
a) To assess the fire damage, replace the burnt-out wires to make them function properly with the inverters. No splicing of wires. All wires shall be home run.
b) Replace cable trays that are damaged or compromised by the fire.
c) Remove and replace all the 5 (500KW) Advanced Energy Industries Solaron Bi-polar
Inverters, with same or equivalent inverters. Reestablish connections to the inverters with new or existing cabling.
d) Ensure the string level monitoring system is reestablished and working properly.
e) Resolve any required system corrections, unforeseen issues and recommission the system to produce as designed equivalent power 2.5MWac.
f) Provide extra 20 solar modules/equivalent as existing. Replace any broken/compromised panels in both fields and the rest as spares for the VA.
g) All replacement parts shall be of the same type as existing or compatible but equal or better in quality than existing.
h) Contractor shall provide material data cut sheets to COR for approval before purchasing any equipment or parts for this project.
Salient Characteristics of Existing Solar Field (2) – System Components Description:
1. Unipolar System.
2. System Size; DC Output, 10,080 Modules x 255 Watts each = 2.57Wdc
AC Output, 10,080 modules x 250.4Watts x 94.5% = 2.44MWac
3. 5 X 500KW Advanced Energy Industries Solaron Uni-polar Inverters
4. 60 AMTEC PROM (24M) combiners
5. SWITCHBOARD; 1 3Ph 4000A 480V Square D switchboard
6. 1 12.47KV :480V Transformer
7. String level monitoring system
Note: Contractor shall provide material data cut sheets to COR for approval before purchasing any equipment or parts for this project.
The objectives of work on this solar field (2) project are:
a) To trouble shoot the system and assess why the inverters trip occasionally and fix or repair faults to make the system function properly. Provide the report and findings. No inverters are due for replacement.
b) Replace all damaged or frayed conductors to establish continuity throughout the field.
No wire splicing and all wires shall be home run.
c) Ensure the string level monitoring system is reestablished and working properly.
d) Replace cable trays that have been displaced or separated by wind.
e) Resolve any required system corrections, unforeseen issues and recommission the system to produce power as designed (2.5MWac).
f) Contractor shall provide material data cut sheets to COR for approval before purchasing any equipment or parts for this project.
Roles and Responsibilities
Documentation: The VA COR will provide the contractor with copies of as-builts of the solar field projects based upon availability and need. All bidding vendors shall have knowledge of solar photovoltaic system generators and have implemented solar electric project installation, maintenance and repair.
The contractor shall request other government documentation deemed pertinent to the work accomplishment directly from the COR. The contractor shall consider the COR as the final source for needed government documentation when the contractor fails to secure the documents by other means. The reason for removal will be documented and a request to receive key personnel replacement within three (3) business days of the notification will be made. Replacement key personnel qualifications shall be equal to or greater than those of the key personnel being replaced. Employment and staffing difficulties will not be justification for failure to meet established schedules.
b. The contractor must notify VHA ten (10) calendar days in advance and the Project Manager (PM) or COR will approve or reject new proposed contractor key personnel for the performance of this contract. The contractor shall submit a resume of qualifications and the Contractor Personnel Change Control form to the PM or COR and all other direct employees proposed for the project. The PM or COR will approve all contractor employees prior to bringing on duty via Contractor Personnel Change Request Form, at any time from date of award to the end of the contract, contractor personnel are no longer available, the VHA will approve the qualifications of proposed replacement key personnel.
