Technical Questions – 36C25723Q1277 Fire & Smoke Damper Six-Year Inspection | 36C257-23-AP-4226 | 549-24-1-5096-0004
1. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.
Answer: Incumbent
2. If not brand new, could you please provide the current / previous contract number?
Answer: GS-06F-0004P
3. The solicitation references inspections of 'roll doors' along with the fire dampers. Is this to include rolling steel fire doors, or are you referring to a specific type of fire damper?
Can you please clarify what exactly the solicitation includes and the quantity and sizes of these ‘roll doors’ per facility?
Answer: Telecar system has fire shutters (60) as well as clinics 1-8 (16 total)
4. For the unforeseen repairs that are to be included, is that only for minor repairs that can be performed during the inspection, such as bent tracks, removing a screw from the tracks, and replacing a compromised fusible link? The major, and expensive repairs, that require measurements and custom ordering, such as damper replacements, and damper motor replacements, that require remobilizing, are those to be quoted separately after the data is collected during the inspection?
Answer: Yes
5. Does the North Texas Veterans HCS have a copy of the last or a previous inspection report for dampers and Roll up doors for each site?
Answer: Bonham Yes, Dallas Yes, Garland partial
6. Can the North Texas Veterans HCS determine total quantity of dampers to be inspected /tested vs Rollup doors for each site? The quantities currently listed in the statement of work does not tell us how many dampers are and how many are doors.
Answer: Telecar system has fire shutters (60) as well as clinics 1-8 (16 total)
7. Will any dampers require ladders above 12 foot or scaffolding or a lift to access? Can the North Texas Veterans HCS try to determine what will be required and for how long if possible?
Answer: To be determined by contractor
8. Can North Texas Veterans HCS determine if any or all sites require a containment cart to be used when accessing and testing dampers? If so, will the cart be required in certain areas or all areas?
Answer: To be determined by contractor
9. Can North Texas Veterans HCS let us know what are the working hours for each site?
Answer: Bonham 0700-1630; Dallas 07:00 – 16:30, other arrangements may be probable.
10. Section D Work Required # 1 a – Evaluate the ventilation to recommend decommissioning of dampers deemed extraneous.
- Question: This seems to be a request to perform work that is code related and should be performed by an engineering and design firm, not an HVAC life safety inspection, testing and repair company. This adds undue risk to our services but does not mean we cannot do it. It must be based on obvious reasons for the need to remove or decommission. Can this statement be further clarified as to what is

Answer: There are a lot of smoke dampers that are installed, over the years, some may be decommissioned. Vendor may make recommendation. VA would make final decision.
11. Section D Work Required # 9 – replace springs as necessary to ensure proper operation of all fire dampers, smoke dampers and roll doors.
- Question: Can you verify that this statement is more related to roll up doors than dampers, please? Damper springs are not something that are easily replaced if at all.
Most times if damper springs are broken, you must replace the entire damper since these parts are not usually available from the manufacturer and they will only provide or sell you a new damper assembly.
Answer: Would have to be evaluated on a case by case basis.
12. Section D Work Required # 12 – Decommission and lock open dampers VANTHCS concurs as extraneous based on surveyors’ recommendation.

13. Section F Documentation Section 2 – (2) Contractor will provide a full report of fire dampers, smoke dampers, and roll doors which shall include location, number, digital photographs before and after inspection, whether the damper passed or failed, a detailed reason for failure, and updated drawings.
- Question: What type of drawings does this refer to? HVAC Mechanical or floor drawings?
Answer: HVAC
- Who is providing the drawings?
Answer: VA, if available
- What is expected to be on the drawings?
Answer: Damper location & number
- Are they to be hand written or CAD? To be determined Answer: CAD or PDF
- Can existing drawings be provided?
Answer: If available
14. Is a Certificate of Completion from a course specifically focused on Fire and Smoke Dampers considered an acceptable certification recognized by the VAM? If not, what certification is deemed appropriate for this purpose?
Answer: Certificate of course completion would be acceptable, citing training to applicable NFPA codes 80 & 105.
