About this file
This document is an amendment to a solicitation for an alarm system repair project at a Veterans Affairs medical facility in Waco, Texas. The Department of Veterans Affairs Network Contracting Office is seeking to install new cabling from an oxygen pad to an existing alarm panel to repair the facility's alarm system. The amendment provides answers to technical questions submitted by potential offerors. It also extends the quote due date to July 20, 2023 at 4PM Central Time. Key details include that splices will not be allowed in the new cabling installation, pull boxes may be added as needed along the cable run, and the contractor is responsible for any underground utility damages that occur despite using reasonable locating techniques. The scope of work requires burying cable at a minimum depth of 24 inches, but does not include repairs to the existing alarm panel.

RFI Technical Questions: 36C25723Q1054
1. Item 2.b. of the SOW states that OEM parts must be used. We were told from the supplier that the panel is obsolete, and parts are not available. Can the contractor use best available parts and materials?
Ans: Panel is not part of SOW. Terminate/ Test cabling is all that is needed at O2 pad and Alarm panel.
2. Item 2.c. of the SOW states that splices are not allowed. Given the length of the run needed to safely navigate through existing underground utilities, this may not be possible. Can splices be used within pull boxes.
Ans: Splices may not be used. All terminations must be performed using terminal blocks in clean/ dry locations per code and documented.
3. Item 3 of the SOW is vague; can the VA provide more specific information about what type of enclosure is needed?
Ans: Standard pull boxes.
4. Can the contractor install the line in a route deemed by the contractor to present the least opportunity to damage existing underground utilities?
Ans: Yes.
5. What is the required depth for new installation?
Ans: 24” for buried wire in conduit per NFPA codes.
6. Pull boxes should be installed for new installation routes. These can be used in the future to identify the line location and check for failures. These will also help the contractor install the wire safely. Will the VA add pull boxes to the SOW and provide an interval between pull boxes?
Ans: Pull boxes may be added as deemed necessary to complete the run.
7. Marker tape and/or tracer wire will help the VA locate the conduit in the future. Using tracer wire to locate underground utilities is another reason to have pull boxes. Will the VA add this requirement to the SOW?
Ans: Tracer wire may be added.
8. If the contractor uses the VA's utility maps to identify underground utilities, and uses reasonable means to locate those utilities (i.e. potholing and ground penetrating radar), and an underground utility that is not on the VA's utility map is damaged, will the contractor or VA be responsible for repairs?
Ans: It is the contractor’s responsible to repair any cables, wires, or water lines damaged when performing this contract. Contractor will/must do a dig test before digging to survey any underground utilities buried if digging.
9. The SOW states the contractor is to test the alarm to ensure the homerun is working.
Please confirm that repair to existing panels is not part of the SOW.
Ans: The panel is not part of the SOW but the newly installed wire is and needs to be tested.
10. Please confirm that calibration of the existing panels is not part of the SOW.
Ans: The panel is not part of the SOW.
11. Is 18 AWG acceptable to use instead of 22 AWG Wire.
Ans: Yes, 18 AWG wire acceptable to use, you can use larger conductors, but 22 AWG is the minimum size acceptable per VA requirements and codes.
