RFQ 36C25723Q0758- CTX AHU, Duct Cleaning and Solar Panel Power Washing Amendment #1 Questions and Answers
| Q1: | Are any of the spaces (duct work areas) shown on drawings considered confined spaces and or permit required confined spaces where workers will occupy during clean procedures? |
| A1: | Yes, if duct work requires entry by personnel the appropriate confined space entry shall be enforced. Example: Employee will do radio checks and status updates at a predetermined time intervals. |
| Q2: | Page 6 Base Year it states: |
The Contractor shall provide all labor, supervision, materials, equipment, tools, and any other supplies to perform complete services of AHU, Duct Work and Return & Exhaust Fans for building 204 per the provided list and drawings and perform power washing two (2) times per quarter on selected Loading Docks and Decks, and once a year on Solar Field Panels, as defined in the Project Requirements. This repeats itself in all option years as well as base.
Does this mean that ducts will be cleaned during the year one time, and 2 times per quarter (8 times per year) the loading docks and solar panels will be cleaned?
A2: Duct work will be cleaned only one time in the year that is specified on the contract. All loading docks will be cleaned two time per quarter which is 8 times per year for the duration of the contract. The Solar Panels will be cleaned one time per year for the duration of the contract.
Q3: Page 6 Base Year, power washing docks
Will this consist of just the actual loading dock, or will it include any areas around the loading dock such as driveway or walkways?
| A3: | Loading Docks: The entirety of the loading dock is defined as the concrete walkway/platform, the concrete face of the loading dock where the truck backs up to and to include 60 feet from the loading dock face from curb to curb. |
| Walkways: Building 204 Valet Entrance - The entirety area from the Crosswalk to the entry doors to include the driveway areas under the canopy. All building entrances – The entirety of the walkways from the street to the entry door, to include areas under the canopy, seating area, 60 feet from the door. |
| Q4: | Page 17 item number 0007 (also repeats 1007, 2007, 3007, and 4007) |
| Special Task Funding in accordance with the Scope of Work. |
Not-To-Exceed Line Item. This Line Item must be approved by the COR prior to any work being performed.
How will this be priced by the contractor?
A4: This will not be priced by the contractor. The amount will be set by the Contracting Officer prior to award. Anything used on this Line Item must be approved by the COR prior to any work being performed.
Q5: It was mentioned on the site visit that some of the areas would have to be done after normal working hours (0730-1630) or after 1700 hours. Also, it could possibly include other areas based on patients load and or demand in other areas.
To keep from overpricing manhours would it be possible to have a certain percentage of the buildings, or the base year and option years called out for premium time?
A5: Estimated percentages are as follows:
Building 204: 60% will be done during non-normal business hours.
Building 163: 100% will be done during non-normal business hours.
Building 202: 60 % will be done during non-normal business hours.
Building 221: 60 % will be done during non-normal business hours.
Q6: It was pointed out on the site visit some possible water supplies such as hydrants and hose bib locations.
Will any type of water meter be required?
No
Will the contractor have to pay for the water used to clean the solar panels or dock?
No
Does the VAMC own the hydrants located by the solar farm?
Yes A6:
Q7: Are there any known hazardous materials located within the scope of work?
A7: No
Q8: It was mentioned during the site visit that some services may be required to be completed during nights and weekends. Can the government provide a more specific answer about which areas require night and weekend work so contractors can bid more evenly?
A8: Pressure washing of docks and walkways have to be conducted during off duty hours for the least impact on the facility. The solar field can be done during the daytime or nighttime. The air handler service part of the contract is going to be determined through coordination and the facilities patient care census. Estimated percentages are as follows:
Building 204: 60% will be done during non-normal business hours.
Building 163: 100% will be done during non-normal business hours.
Building 202: 60 % will be done during non-normal business hours.
Building 221: 60 % will be done during non-normal business hours.
Q9: It will be almost impossible to properly clean the systems with patients in an area to be cleaned. Will the contractor have an open area to clean without restrictions?
A9: The intent is to relocate patients or perform the services during low patient census numbers through coordination with the services.
Q10: Can ceiling tiles be completely removed from an area to be cleaned?
A10: No, no removal of ceiling tiles from areas. Vents and grills can be removed from the area.
Q11: Who is responsible to repair drywall when it is necessary to open drywall to clean a system?
A11: All drywall that is removed will be preplanned by the contractor and a cost estimate will be provided to the COR for repairs. The COR will determine the extent of the repairs and justification to utilize special task funding.
Q12: Are VAV's to be cleaned in addition to all other items listed? A system cannot be completely cleaned without VAV's being included.
A12: Yes, the entirety of the HVAC system will be cleaned to include VAV boxes, mixing boxes, heating coils, etc.
Q13: In the SOW, under "Cleaning of Duct Work", it states: " Note - It is the contractor's responsibility to cut and install gasketed access panels on all duct work for present and future cleanings." It was stated in the site visit that these access panels are to be installed every 50'. Please confirm how far apart the access panels are to be installed in each duct. For optimal access, the panels are recommended to be installed every 30'.
A13: Access panels are to be installed every 30’.
Q14: Are all the drawings (as built) included in the solicitation for the duct cleaning scope to be performed? If not can a list of footages and sizes be provided?
A14: Yes, all the drawings were provided that are on file.
Q15: It was mentioned on the site walk that access panels would need to be installed for access in some areas, should this be a part of the pricing for the duct cleaning, or will that be performed under a service call type action?
A15: All duct penetrations for access will be included in the pricing for the duct cleaning. Sheetrock penetrations will be preplanned by the contractor and a cost estimate will be provided to the COR for repairs. The COR will determine the extent of the repairs and justification to utilize special task funding.
