Special Notice

The Department of Veterans Affairs, Network Contracting Office 17, intends to award a Firm Fixed Price, Sole Source contract under the authority of FAR 6.302-1(a)(2)(ii) to Molecular Devices., 3860 North First Street, San Jose, CA 95134 for the procurement of a SpectraMax iD3 PM Services.

This order for an Onsite Performance Assurance Includes: Parts, labor, travel, priority response, and one annual PM service contract award, will be placed on a sole source basis with Molecular Devices as the following circumstance in FAR 13.106-1(b) applies: only one source is capable to provide the services required at the level of quality required because the replacement part is proprietary to Molecular Devices. Results from market research indicated that only Molecular Devices is able to provide all of the services (repair, preventative maintenance, training, and support) required for our SpectraMax iD3. Molecular provided a proprietary letter dated February 6, 2023. They also sent an email stating they did not allow other companies to subcontract their service’ dated February 15, 2023, from Melissa Moss, Regional Service Advisor Molecular Devices.

The anticipated award date is April 29, 2023.

This notice is not a request for competitive quotes; however, all responsible sources and interested parties may identify their interest and capability to meet the requirements by submitting technical data for this requirement data within 10 calendar days of this notice posting (no later than April 24, 2023, by 08:00 AM CST, to Susan Flores, via email at susan.flores2@va.gov which shall be considered by the agency. Please note that telephone calls will not be honored.
