About this file

This document contains answers to vendor questions regarding Solicitation Number 36C25723Q0683 for medical waste disposal services. The incumbent contractor is ADVANT-EDGE SOLUTIONS OF MIDDLE ATLANTIC, INC. under a woman-owned small business set aside. Estimated annual quantities of regulated medical waste are provided for each month over the last year, totaling approximately 30,000 pounds annually across multiple Department of Veterans Affairs facilities in Veterans Integrated Service Network 17. Specifications require leak and puncture proof reusable containers with secure lids for regulated medical waste and allow cardboard boxes for pharmaceutical waste. Future expansion of a facility may impact waste quantities. Additional details include required incineration of pathological and chemotherapeutic waste and monthly pharmaceutical waste volumes.

Text version

1. Who is the incumbent? ADVANT-EDGE SOLUTIONS OF MIDDLE ATLANTIC, INC.

2. What is the current set aside? Small Business - Woman-owned small business

3. What is the current obligation number? Not available

4. Can site visit sign in sheets and or attendee companies be provided? See attached sign in log

5. Are the limitations on subcontracting SDVOSB 100% being enforced. Yes

6. The container counts are annotated, what are the accurate monthly weights for the last 12 months.

SOW section 7 a) 1) states “2022 Estimated Quantities: 30,000 lbs. of Regulated Medical Waste

(RMW) Annual report shall include weight per year for each facility broken down to pharmacy, pathological, chemo, in lbs. submitted to the POC” This is also referenced in Section 9 of the

SOW “Contractor shall maintain a log of regulated medical waste shipments. The log shall identify the quantities of regulated medical waste shipped.”

Since the contract requirements specifically state contractor will provide reports by clinic with quantities the VA should have them available.

• June 2022: 1821 lbs.

• July 2022: 1309 lbs.

• Aug 2022: 1967 lbs.

• Sep 2022: 1491 lbs.

• Oct 2022: 1572 lbs.

• Nov 2022: 1711 lbs.

• Dec 2022: 1316 lbs.

• Jan 2023: 1550 lbs.

• Feb 2023: 1434 lbs.

• Mar 2023: 1841 lbs.

• Apr 2023: 1485 lbs.

• May 2023: 1810 lbs.

• June 2023: 1285 lbs.

7. The SOW section 9 states “ The Contractor shall provide leak and puncture proof reusable containers with lids that can be secured for transportation of the regulated medical waste” And later in section 9 of the SOW. “Boxes shall not be acceptable for the packaging of the biomedical waste, only carts shall be used to minimize handling by the staff at the facilities.”

So the question is, is this a new requirement. Since the CBOC locations have disposable cardboard boxes currently. Puncture proof containers with lids that can be secured are required for regulated medical waste. Cardboard boxes can be used for pharmaceutical waste.

8. During the site visit the COR stated that the Eastside CBOC will be expanded and add a floor and more services. With the contract cost be modified if and when that happens since the quantities of waste will be changed. To be determined.

9. During the site visit the COR stated the current contractor picks up pharmaceutical waste. This contract does not annotate the monthly / annual quantities or a container for such waste. What are those quantities shipped over the last 12 months. Re-referencing question 3 above an report of quantities broken down should be available. 2- 40 lbs. boxes per month. total 80lbs per month-

960 lbs. per year

10. The SOW Section 9 states “All pathological waste and trace chemotherapeutic waste collected from the facilities must be incinerated.” What is the annual volume to be incinerated by weight and type. 10 lbs. every 3 months (incineration is required for pathological and chemotherapeutic waste. Pharmaceutical waste on question 9 is also incinerated)
