Laundry Air System Compressor Replacements
Waco VA Project

Requirements
The contractor shall be responsible for all equipment, parts, and personnel to demo and replace 3 existing Atlas Copco compressors and replace them with new GA-30VSDDSFF A 150 MEAF Dual 60, 40HP Oil Injected Screw Compressors at Building 226. The services performed will done at the Central Texas Veterans Health Care Facility in Waco, at 4800 Memorial Drive, Waco, Texas 76711, Laundry Building 226.
The period of performance (POP), for the Replacement Service Contract shall be 120 days from the Notice to Proceed (NTP).
Note: “The C&A requirements do not apply, and that a Security Accreditation Package is not required for this contract.”
Project Requirements
Base Bid – Replacement Compressors Demo
1. The contractor is responsible for lockout and tagout of all 3 compressors from their electrical circuits.
2. Then the contactor is responsible for disconnecting and removing all electrical connected to the unit
3. Also, the contractor is responsible for the removal of existing exhaust vent duct work.
4. The contractor is responsible for the removal and disposal of all 3 existing Atlas Copco
Compressors and old exhaust vent duct work.
5. Contractor must disconnect any drain line plumbing as well.
New Work
1. The contractor is responsible for install 3 new Atlas Copco Compressors at the Laundry Building
226.
2. Specifications:
a. Qty 3- New Atlas Copco Compressors shall be GA30VSDSFF A 150 MEAF DUAL 60(Brand name or equal).

xix. All units will have pre-installed heaters for winterization for the units.
3. Contractor must connect new exhaust vents for the units to pushed them outside of the awning/brick wall enclosure where the units are installed. All exhaust venting from the units must turn out in a 90° radius trunk curve to prevent moisture from falling back into the system.
No, straight 90° L trunk turns will be allowed.
Note: Exhaust vent duct work must seal at every connection joint.
4. Contractor might have to reconfigure any plumbing drain lines as well as reconnect to the units when complete.
5. Contractor will reconfigure the 3 water and oil separators into a single consolidate water and oil separators drain line to accommodate all 3 compressors.
6. All 3 units must be rotate for better ventilation towards Beverly Drive so the footprint of the existing units will change but remain in the same places.
7. Contractor might have to reconfigure electrical wiring to the units when reconnecting.
Note: Contractor might have to run new wiring from existing j-boxes or might have change the quick disconnects for each unit and are responsible for this in their bid package. VA is not liable for anything connected to this system unit turn over to the VA.
8. Contractor will have to reconnect mist eliminators as well.
9. Contractor must have a certified Atlas Copco Technician to Startup and Commission all 3 new
Atlas Copco Compressors.
10. Contractor must provide a hard copy to the VA COR or Alternative COR with the commission report when the job is complete in a 3-ring binder.

A. Government Holidays:
(a) The Government hereby provides notice and Contractor hereby acknowledges receipt that
Government personnel observe the listed days as holidays:

(b) In addition to the days designated as holidays, the Government observes the following days:
a. Any other day designated by Federal Statute
b. Any other day designated by Executive Order
c. Any other day designated by the President’s Proclamation
It is understood and agreed between the Government and the Contractor that observance of such days by Government personnel shall not otherwise be a reason for an additional period of performance, or entitlement of compensation. In the event the Contractor's personnel work during the holiday, they may be reimbursed by the Contractor, however, no form of holiday or other premium compensation will be reimbursed either as a direct or indirect cost, other than their normal compensation for the time worked.
3. Submit the proper documentation and reports to receive payment on this service. See information below:
A. Invoices and Payment
a. Payment to be made monthly, in arrears, following satisfactory performance by Contractor’s personnel and upon receipt of a properly prepared invoice.
b. Contractor shall be required to invoice through the Tungsten System at http://www.tungsten-network.com/us/en/veterans-affairs/. Additional information regarding Tungsten shall be provided upon award.
c. The contract shall have current registration in the System for Award Management (SAM) for this solicitation; URL: www.sam.gov.

d. The invoice MUST be itemized to include the following information. Any information listed below, and not provided on an invoice, will render that invoice incomplete and the invoice will be returned for immediate correction.
i. Time period being invoiced for.
ii. Description of services performed.
iii. Unit Cost billed.
iv. Extended amount due.
v. Invoice number, date, and amount partial or full
vi. Contract and obligation numbers.
Site Conditions
• A site visit might be necessary prior to bid to fully acquaint oneself with existing site conditions and scope of work before bidding.
• It is Contractor’s responsibility to field verify all site conditions prior to bidding the job.
• The contractor shall be responsible for the verification of all requirements for this project and all field measurements/conditions that must be verified by the contractor especially for extra pipe needed when replacing some.
• Every unit has its own power and individual disconnect.
• Any discrepancies between field conditions, project documents, and this SOW shall be immediately brought to the Contracting Officer’s attention.
• All scheduled work shall be done during working hours unless other wised noted by the VA COR.
Working hours are Monday – Friday from 7:30 am – 4:30 pm.
• Any other times, not address in the SOW, will need to be scheduled with the VA COR to work if needed to satisfy this contract.
• Contractor must be providing a certified Atlas Copco Technician to install, startup and commission the new compressors.
• Contractor must provide the commission reports from the Atlas Copco Technician.
• The contractor is responsible for the disconnecting and reconnecting of plumbing drain lines, electrical wiring/lines, and new exhaust vent duct work.
• Contractor is responsible for all deliveries of equipment and materials. The VA will not except any equipment or materials on behalf of the contractor.
• Contractor must provide and have a 30 hr. OSHA certification when bidding the project.
• The superintendent of the prime contractor must have a 30 hr. OSHA certification all time onsite.
• Contractor must provide the Lead Time to receive the units to start installing in the bid process.
SAFETY REQUIREMENTS
Prior to performing any work, the contractor will be required to submit a safety plan in accordance with OSHA and VA Regulations.
The safety plan shall include, but not limited to the following:
A. Safety and Health Policy (i.e. company policy) B. Safety and Health Objectives (i.e. company goals, procedures, etc.)
C. Job Site Inspections (i.e. safety inspection/potential hazards/prevention, etc.)
D. Contractor Safety Administrator (i.e. competent person/safety officer) E. Personal Protective Equipment (i.e. head, hearing, and eye protection, footwear, clothing, gloves, etc.)
F. Safety Rules (i.e. rules applicable to the work/task being performed, equipment, ladders, confined spaces, open flame, etc.)
G. Job Safety Training (i.e. OSHA, safety meetings, etc.)
• 30 Hour OSHA Construction Safety Course – competent person
• 10 Hour OSHA Construction Safety Course – all others
H. Safety Discipline (i.e. correction of violations, etc.)
I. Hot Work Permit (i.e. responsibilities, procedures, etc.)
J. Emergency Procedures (i.e. responsibilities, procedures, etc.)
K. Written Hazard Communication Program (i.e. responsibilities, procedures, list of hazards, MSD)
Codes and Standards The project shall be in accordance with the latest Uniform Building Code (UBC), National Fire Protection Associate (NFPA) standard, Uniform Federal Accessibility Standard (UFAS), VA Specifications and Standards, and local facility requirements. In the event there is a conflict between any of the standards/codes, the more stringent standard/code shall apply.
The contractor shall provide all applicable safety signage and barricades applicable to OSHA, VHA and DOD regulations. Contractor shall comply with VHA DIRECTIVE 2004-012 and all VA Center Policy Memorandums, including but not limited to the following:
(a) Protection of patients, visitors, and employees from traumatic injury, as well as occupational and facility–associated infections.
(b) Compliance with OSHA and State construction safety regulations. Construction contracts require that the general contractor’s on-site “competent person” have completed the OSHA 30-hour construction worker course and that all other general and sub-contractor’s workers have completed the OSHA 10-hour construction worker course or other relevant competency training. The determination for training is based on the project hazards and complexity, State and Federal regulations and VA requirements. Verification of completion of training will be required prior to performing work.
(c) Compliance with EPA and State environmental regulations.
Warranty Period
• Contractor must provide one (1) year warranty on parts and labor.
• Warranty period does not start until VA COR signs off on the project.

Amendment #2 Questions and Answers
Q1: Provide site visit sign in sheet.
A1: Sign-in sheet is attached to this amendment.
Q2: Per the scope of work to install 3 new Atlas Copco Compressors (Brand name or equal) per the site visit and field verification the 3 new units will be installed 90 degrees to face Beverly Drive if allowed?
A2: Yes, that is correct. (New Work #6)
Q3: Per the scope of work to install 3 new Atlas Copco Compressors (Brand name or equal) it is suggested to upgrade the equipment for exterior installation or to have heaters for winter seasons.
A3: Yes, the units must have pre-installed heaters for winterization with the units. (New Work # xix)
Q4: Per the scope of work to connect new exhaust vents units must turn out in a 45-degree trunk curve, during the site visit and field verification there are at least 3 areas where a 90-degree radius would be suggested if allowed?
A4: 90 Degree radius is what the VA wants. We do not want a square 90 due to moisture being trapped inside the unit. (New Work #3)
Q5: Per the scope of work in reconnecting the plumbing drain lines, there is a water and oil separator for each compressor, we are suggesting to have one drain accommodate all three units?
A5: Yes, the contractor will need to reconfigure to have one drain line to accommodate all 3 units. (New Work #5)
Q6: Are we changing the footprint/orientation of where the units currently sit?
A6: The units are still in the same place but the units need to be turned for better ventilation of the units. (New Work #6)
Q7: How much of the piping is to be replaced?
A7: I don’t know it has to be field measure per the requirement of the SOW. (Site Conditions)
Q8: Is the incoming power substantial enough to power the new units and individual disconnects?
A8: Yes, every unit has their own power and disconnects. (New Work #7 and Site Conditions)
