DESCRIPTION
This not a request for quotes; the Government is seeking information for market research purposes only.
1. Services are to include troubleshooting, repair, performance of preventive maintenance inspections (PMI), and software upgrades with General Electric Muse Software with HL7 and V8 System Licensing. Contractor is to provide 100 percent of all services, proprietary software, and upgrades. Adherence to Joint Commission Accreditation Healthcare Organization (JCAHO), Original Equipment Manufacturer’s standards and knowledge and accessibility of the proprietary software is mandatory. The service maintenance agreement shall cover one (1) base year and 4 option years with a start date of 3 April 2023 through 2 April 2024 . Contractor shall provide other support services described herein for the software listed below which are owned by the VA and located at South Texas Health Care Systems; Audie L. Murphy Memorial Veterans Hospital; 7400 Merton Minter Boulevard, San Antonio, Texas 78229-4404.

The North American Industry Classification System (NAICS) is 811210 Electronic and Precision Equipment Repair and Maintenance, Service Code (PSC) is H258- Maintenance, Repair, and Rebuilding of Equipment-Instruments and Laboratory Equipment.
Contractor shall provide 24 hour, seven day customer service and a (1) hour technician response time once a service call is reported.
Conformance Standards:
All services provided under this contract must be performed in conformance with the Code of Federal Regulations Part 21 (21 CFR), National Fire Protection Agency (NFPA), Occupational Safety and Health Administration (OSHA), Joint Commission Accreditation Healthcare Organization (JCAHO) standards and Original Equipment Manufacturer standards and specifications.
Parts:
The Contractor shall furnish all proprietary software, upgrades and parts as necessary to maintain the equipment, covered by this contract, in accordance with the Conformance Standards Section. The Contractor stipulates by submitting his offer that he has ready access to new proprietary software, upgrades and parts (manufactured, supplied by the manufacturer). All proprietary licensed software upgrades and parts supplied shall be of current manufacture and have full compatibility with existing equipment. Documentation of intended parts source(s) shall be provided to the Contracting Officer upon request. All parts necessary for the maintenance or repair of this equipment shall be furnished as part of this contract. Refurbished parts will not be acceptable. Parts are to be delivered with a 95 percent same day shipment of all stock parts to minimize down time of covered systems.
Responses to this notice shall include company/individual name, size status for the above reference NAICS code, a service capability statement, SAM Entity Unique Identifier (EUI), DUNS Number, address, point of contact and examples of similar facilities to which similar services have been provided to. Contractors should provide information on whether they are certified SDVOSB, VOSB, Hub zone, 8(a), women-owned concern. If standard company brochures will be provided as a response to this Source Sought, ensure that additional information tailored to this notice is included. In addition, also include information and or certifications of employees (General Electric Muse Software with HL7 and V8 System) that demonstrate their capability to comply with this requirement.
A solicitation is not currently available. If a solicitation is issued, it will be announced on the Contract Opportunities website https://sam.gov at a later date, and all interested parties must respond to that solicitation announcement separately from the response to this announcement. Contractors must be registered in System for Award Management (SAM), see internet site: https://www.sam.gov for information about registration.
2. Identify any other companies owned (wholly or in-part) by the owners of this business who provide goods or services that are registered under the same or a related NAICS code with the Center for Veterans Enterprise (CVE); Provide the certification type (SDVOSB/VOSB), Federal Identification Number, and state of incorporation for each.
3. Do you plan on responding to a solicitation for this requirement with a Joint Venture utilizing multiple owned companies as majority or non-majority owner?
4. If you are in GSA, please provide schedule and contract number.
