About this file
This document contains clarification questions and responses related to solicitation number 36C25723B0061 from the Department of Veterans Affairs to replace air handling equipment and upgrade controls at Building 29.
The clarification questions and answers discuss the scope of work for cleaning and sealing existing ductwork, with the contractor suggesting an alternative approach of inspecting and testing ductwork first before determining whether cleaning is needed. NADCA certification is not required for duct cleaning, which can be performed by the mechanical contractor after accessible new ducts and equipment are installed. Excluding cleaning and sealing of existing ducts from the initial bid will be considered if the contractor can ensure the work can be completed successfully after inspections and testing are performed.

36C25723B0061 RFI Clarifications
1. In regard to the document named “RFIs+with+Respones+for+36C25723B0061” line #10 referring to cleaning and sealing all existing ductwork not being replaced. Does this scope of work need to be included in the base bid being that it is not a definitive scope of work, or should it be addressed on an “as needed basis' '?
As needed basis.
2. To address air leakage properly we would need to 1) pressure test the air distribution system of each floor at each Region to see if ductwork is leaking beyond allowable SMACNA Leakage Class standards, then if leaking 2) ceilings will need to be removed 3) all exterior duct insulation removed 4) seal ductwork then 5) re-test to see if ductwork passes leak test and 6) re-insulate ductwork.
What does the contractor suggest as an alternative?
3. As for cleaning, will NADCA certification be required for duct cleaning, or can the mechanical contractor (non-NADCA certified) vacuum ductwork in accessible areas where “new duct or equipment” is being installed? Does ALL ductwork need to be cleaned or should it be inspected first to determine cleanliness?
NADCA certification is not required. It can be inspected first to see if it needs cleaning.
4. Please advise if we can exclude cleaning and sealing of existing ducts and address these items after inspections and/or testing has been performed. These items add concern to the cost and calendar days to complete.
We prefer before inspections/testing…but if contractor can assure us it can be done successfully afterwards, then we will certainly consider it.
