RFI: PRE-BID
Project Number: 504-24-110
Project Name: Replace & Correct Roofs Building 12, 13, 21, 26, & 32
Solicitation: 36C25723B0049
1) On all the Buildings in the scope of work, I noticed that none of them had a current
Lightning Protection on them. I assume the VA wants all new Lightning Protection on them.
VA RFI Response: Correct.
2) Can you elaborate on Alternate bid item #7… Alternative Bid Item #7: Contractor to Install New AMAG System and tie into TR-0008 of Building 11. I am not familiar on that term ‘AMAG System’. Does the VA have a preferred contractor to use?
VA RFI Response: Yes. For all AMAG and AMAG Installs, in order to keep with the Amarillo VA’s Contract and Service agreement, the company AV CORP is to be used to purchase and install AMAG Devices. This is an Electrical Lock that uses a Card Reader to Unlock or to allow access. The Card Reader, since it is outside will need to have weather protected cover. AV Corp is the company who has our current contract to where they are the only company allowed to program these as well in the VA System.
3) Could you make accessible the Davis Bacon wage rates that pertain to this job.
VA RFI Response: The updated Davis Bacon wage rate is attached as part of solicitation amendment 0001.
4) On SECTION 07 01 50.19 PREPARATION FOR RE-ROOFING, PART 3 - EXECUTION 3.1: EXAMINATION A. Infrared Roof Moisture Survey: Ground-based, walk-over type performed according to ASTM C1153-10(2015). DOES THIS HAVE TO
BE DONE ON ALL 5 ROOFS IN THE SCOPE OF WORK?
a. Record the entire survey on DVD and provide one copy to Contracting Officer's Representative with report.
b. Include in report thermograms of suspect areas and corresponding daytime photos of same locations.
c. Conduct inspection by NDT test technician certified to at least Level 2 in Thermal/Infrared test method according to ASNT SNT-TC-1A. 4. Mark out roof areas determined to be wet to indicate areas to be removed.
VA RFI Response: This section can be voided out as this project requires the contractor to demo down to the deck to identify water damaged decking to be replaced.
5) The Windows that are being replaced in Bldg. 21. Are they wood, aluminum, steel, or Vinyl. Can they be replaced with a double hung Vinyl Window? There are no SPECS's for Windows or Window guards?
VA RFI Response: Existing Windows have different materials. They need to be replaced with double pane Aluminum Frame Windows.
The Window Guards needs to be a metal screen to stop people from breaking a window and being able to get in. There was not a SPEC that was found that would define this.
6) Building 12, 13, 21, 26 and 32 currently doesn’t have lighting protection. Will lightning protection be required with the new roofs?
VA RFI Response: Yes.
7) If lightning protection is required with new roof replacements, will a Master Label be required for the lightning protection and to what standard?
VA RFI Response: Please Refer to SPEC 26 41 00 SECTION 3.2. Master Label shall be turned in to the VA COR for acceptance.
8) Will the electrical system need be part of the lightning protection?
VA RFI Response: Please Refer to SPEC 26 41 00 for Requirements.
9) Will the phone system need be part of the lightning protection?
10) Will the fire alarm system need be part of the lightning protection?
11) Has an asbestos or LBP survey been done of the areas we will be working in or around / are any of the areas known to have asbestos or LBP?
VA RFI Response: No. Asbestos and Lead Based Paint have not been identified and is assumed not to be in or on any of the materials that is part of this Contract.
12) In what capacity is Alternate Bid Item #8 and #9…
a. Is this for the interior roof area of the building?
b. Where and what R value is this to be?
VA RFI Response: Please see Pre-Bid RFI Questions 33, 34 and 35.
13) Are the large ridge mounted vents to be replaced / removed and reset or removed completely with the decking repaired and replaced on Building 12?
VA RFI Response: No, they are to remain in place and the contractor is to make sure they are watertight.
14) The custom wood crown molding on Building 12 under the existing gutters are deteriorating and rotten in multiple places. Is this to be left alone / repaired or replaced with custom copper crown molding to match building #19?
VA RFI Response: Yes.
15) For safety purposes on Building 12, will walk through scaffolding be required on the west side of the building as to not restrict safe access by VA personnel during regular hours?
VA RFI Response: All Buildings will still be utilized by VA staff off and on through 24/7 maintenance needs, during this project. The contractor is to utilize OSHA Safety Requirements while on-site.
16) Building 12 interiors has a drop ceiling. For insulation repair/replacement, are we to bid full removal and re install of all ceiling tiles and ceiling grid to provide adequate access
(if insulation is installed below deck like building 14) to visually inspect and repair insulation safely and properly? Or only repair insulation if it is laved directly on ceiling tiles?
VA RFI Response: This falls under means and methods. Removing the entire ceiling is probably not the way to do it when getting into the ceiling.
17) On Building 13 - due to building type, if approved by manufacture and VA per Submittals, would a rhino bond system with, ½" hd iso board, ½" securock and a 60mil TPO be acceptable?
VA RFI Response: This is something that the COR will need to investigate and does not have the time to find out during the time constraints of the Pre-Bid RFI period.
18) Due to the lack of space between building #12 and #13, new gutters with downspouts on the north face may not be applicable. If not, what would be the recommended alternate if any?
VA RFI Response: This space will require some custom work when it comes to installing the gutter. Contractors are to proceed with plans per contract.
19) With Building 13’s new downspouts, are the downspouts to be plumbed into existing water collection/run off system underground? or onto concrete splash pads only?
VA RFI Response: On concrete splash pads.
20) The existing metal rake trim on Building 13’s east and west side is installed behind the block wall detail. Is this to be removed or retrofit over to avoid removing block?
VA RFI Response: If question is understood correctly, due to Building 13 receiving a TPO Built Up Roof with a slight slope from mid to each long side, the new roof will be over this trim, and it will be covered. No need for retrofit. If the contractor that gets this project has further questions, this will need to be looked at again. Bid per industry standards for when facing items to avoid Construction Halting.
21) Is there a concern of asbestos in existing roof materials on Building 21?
VA RFI Response: No.
22) For Building 21, are we to anticipate a full deck over with½" OSB? or repair of the existing tongue & groove decking?
VA RFI Response: It is assumed full deck replacement.
23) On Building 21, will we be replacing the existing metal facia with like material? or new copper facia?
VA RFI Response: New Copper.
24) Are new downspouts on Building 21 to be plumbed into existing water collection/run off system underground? or onto concrete splash pads only?
VA RFI Response: Yes, also at the end of where these drain – it runs into a pile of dirt that needs cleared. Comment may not be on drawing.
25) Existing gutter profile on Building 26 is installed on a stone ledge, if a historical profile to match buildings #14 and #19 will not install properly over existing ledge, will an alternate design be considered?
VA RFI Response: Will be considered but will need to be discussed with visuals. Custom work may be considered by Contractor.
26) For safety purposes on Building 26, will walk through scaffolding be required on the north and west side doors of the building as to not restrict safe access by VA personnel during regular hours?
VA RFI Response: All Buildings will still be utilized by VA staff off and on through 24/7 maintenance needs, during this project. The contractor is to utilize OSHA Safety Requirements while on-site.
27) Building 32 flashings/drip edge, is copper required as to not cause galvanic corrosion between the drip edge and the new copper gutters or an aluminum drip edge?
VA RFI Response: Copper.
28) Building 32’s existing gutters appear to only be 5", would you like the new gutters to be the same size with only a profile to match buildings #14 and #19? or match the size and profile to buildings #14 and #19?
VA RFI Response: Size should be dependent on the size of roof due to rainfall to be caught. All Gutters are to receive a copper mesh due to birds and debris. Go with size as per Industry Standards.
29) What percentage of tile should we anticipate ordering for replacement of broken tiles during removal?
VA RFI Response: Each Roof is different… Building 12: Expect up to 50% Building 21: Expect 100% Building 26: Expect up to 50%
30) What percentage of decking/wood replacement should we anticipate for decking and wood rot repair?
VA RFI Response: Each Roof is different… Building 12: Expect up to 25% Building 21: Expect 100% Building 26: Expect up to 25% Building 32: Expect up to 50%
31) Is use of tile in the VA bone yard permitted?
VA RFI Response: Yes, but may be limited on tile shape. If and when using new, used and/or from the boneyard, tiles shall be mixed and scattered. If one area appears to be shining, but not the rest, the COR will ask for the Contractor to mix them in more which may cause more work on the Contractor.
32) Are all concrete and asphalt drives and roadways of sufficient thickness, strength, and condition to accept heavy equipment with an estimated weight of 25,000 - 30,000 lbs.
without damage?
VA RFI Response: The VA has had Cranes on site that have weighed approximately the weight mentioned. But if the contractor damages roadways, driveways and/or concrete, it is the contractor’s responsibility to repair them. It is also in the contractor’s best interest to take pictures before work begins and turn them in to Contracting and the COR.
33) What R-Value of spray foam is required for Add Alt 8 & 9?
VA RFI Response: Contractor to bid Highest R-Value Possible.
34) What type of spray foam is required (Open cell or Closed cell) in regard to Add Alt 8 & 9?
VA RFI Response: Open Cell would be on Building 32, Closed Cell on Building 13. This is all dependent on Metal verses Wood Frames.
35) For Add Alt 8 & 9, is spray foam required below roof deck only or below roof deck and existing open walls?
VA RFI Response: Inside under roof deck only. No need on walls.
36) Spray Foams to have a Fire-Retardant Coating on them if chosen for Add Alt 8 & 9?
VA RFI Response: Yes. This is due to the contents of what is stored inside the buildings.

** Workers in this classification may be entitled to a higher minimum wage under Executive Order 14026 ($16.20) or 13658 ($12.15). Please see the Note at the top of the wage determination for more information.
Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.
Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at https://www.dol.gov/agencies/whd/government-contracts.
Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).
The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).
Union Rate Identifiers
A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or ""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.
Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.
Survey Rate Identifiers
Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.
Survey wage rates are not updated and remain in effect until a new survey is conducted.
Union Average Rate Identifiers
Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.
A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.
WAGE DETERMINATION APPEALS PROCESS
1.) Has there been an initial decision in the matter? This can be:
* an existing published wage determination
* a survey underlying a wage determination
* a Wage and Hour Division letter setting forth a position on a wage determination matter
* a conformance (additional classification and rate) ruling
On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour National Office because National Office has responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.) and 3.) should be followed.
With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:
Branch of Construction Wage Determinations Wage and Hour Division U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7). Write to:
Wage and Hour Administrator U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.
3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative Review Board (formerly the Wage Appeals Board). Write to:
Administrative Review Board U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
4.) All decisions by the Administrative Review Board are final.
