About this file

This document is an amendment to a solicitation for repairing site roads and parking lots at the Thomas E. Creek VA Medical Center in Temple, Texas. The amendment provides instructions for calculating self-performed work and responses to questions from prospective offerors. It extends the response due date from August 29 to September 1, 2023 at 10:00 AM CDT. The instructions require offerors to calculate the percentage of work they will self-perform versus subcontracting to non-Veteran-owned small businesses. It clarifies that all asphalt areas will require removing existing pavement and reworking the base before repaving. The questions and answers section provides additional details on specifications, equipment requirements, phasing plans, and allowable work hours.

General construction. In the case of a contract for general construction, it will not pay more than 85% of the amount paid by the government to it to firms that are not VIP-listed SDVOSBs.

Special trade contractors. In the case of a contract for special trade contractors, it will not pay more than 75% of the amount paid by the government to it to firms that are not VIP-listed SDVOSBs

Questions and Answers:

1. What grade of oil is required for the Ty D? The contractor is to refer to the TXDOT specifications in reference to the grade of oil to be used for the Ty D.

2. Paving on this project will take place during winter months. Does the Engineer expect to delay the project till the spring paving season? Reference SOW for project duration.

Weather days will be evaluated by Contracting Officer.

3. What is the warranty period for all items of work? One calendar year as per the Scope of Work.

4. What type of material will need to be used for the striping? Reference specification section 32 17 23.

5. What grade of seal coat rock is required? The grade of seal coat rock for this project will be a grade 4.

6. The plans state that “curb and gutter will need to be repaired to allow for proper drainage”. Does the Engineer have a quantity for the amount of curb/gutter that needs repair? Is the contractor to assume all will need some type of work? For bidding purposes, the contractor can assume that approximately 50 feet of curb/gutter will need to be repaired.

7. What is the reinforcement detail for the concrete on this project? The reinforcement for the concrete paving for this project will be No. 4 rebar placed every 6 inches in a crisscrossing pattern.

8. What are the equipment requirements for the project as it related to paving? Reference specification section 32 12 16, 32 05 23.

9. The plans do not give a proposed phasing plan, are we to assume that we will be able to complete all the work in one phase and turn it over in one phase? Can we get a phasing plan for all base bid/ alternate items show in the plans? There is no phasing plan for this project. However, the contractor will need to provide a schedule to the COR for approval, and for each area, the contractor will need to let the COR know 10 working days before starting. This is so the COR can let the facility know where the road project is planning on working and can make the necessary arrangements.

10. What are the proposed work times during the duration of this project? Is all work to be done after 5PM? Normal hours of operation for VA sites are 8:00 AM to 4:30 PM Monday through Friday except for Federal Holidays. If the Contractor desires to work on Saturday, Sunday, holidays, or outside the project site’s normal working hours the contractor must submit a written request for approval to the VA-COR at least ten (10) working days prior to the proposed start of such work.

11. The plans call out for 4 alternate bids, what is the difference between base bid and alternate bid item #1? Can we get a set of plans with clear delineation between the two being shown in the different locations for the project? In the base bid, the contractor will need to have the existing asphalt removed, the base material reworked, and install a new 2” HMAC TXDOT 340 type D asphalt as per drawings and specs. In the alternate bid item #1, Sheet C-104, the contractor will do no work in the designate work area. (The road that runs alongside building 8)

12. Are we to assume the entire parking lot areas have soft spots and ALL base will need to be reworked and compacted? The wording for re-working soft spots is very open ended, leaving the contractor to a wide array of interpretations of how to bid this project. The statement “all other work as shown on the drawings and specifications” at the end of each alternate is all inclusive language. The contractor will need to repair any potholes, and crack seal all cracks, and seal coat regarding parking lots C, D, E, K, L, M, & N as per the drawings and specs. All other asphalt paving areas will need to have the existing asphalt removed, the base material reworked, and install a new 2” HMAC TXDOT 340 type D asphalt as per drawings and specs.

13. Can the paving be conducted in March. April and May of 2024 to ensure temperature requirements are met? See the answer to question 2.

14. Do we need to assume an allocation of soft spot repair areas since the specifications are broad? The contractor will need to repair any potholes, and crack seal all cracks, and seal coat regarding parking lots C, D, E, K, L, M, & N as per the drawings and specs. All other asphalt paving areas will need to have the existing asphalt removed, the base material reworked, and install a new 2” HMAC TXDOT 340 type D asphalt as per drawings and specs.
