QUESTIONS & ANSWERS RFQ 36C25722Q0931
1. QUESTION: Page 5 of 49 -
1. When was the system last operational? What was the date of the last run time?
The system was las ran in April 2021. The exact date is unknown.
2. Page 5 references “a lot of repairs have been made in the past two years,” please provide a list of repairs that have been made and indicate if there are any other known repairs that need to be made but have not been completed.
Repairs have been made to the air compressors, natural gas compressor, the diverter and the control system.
3. What is the desired operational schedule for the CHP in the future? 24/7 operations? 5 days per week? Peak period only? 24 hours a day, 365 days a year.
4. Does the CHP System and 5 major components have the capability (software & hardware) to monitor 24/7 in its current state or is this a scope of work to be completed in the troubleshooting phase of this project? There is web monitoring capability for the turbine generator and its major components. Kawasaki/Partner PIC. The vendor shall build out a monitoring system from the existing local monitoring system.
5. Will the required remote monitoring components be invoiced against the NTE amount in 0002?
Yes, the monitoring system will have been built in the first year of contract.
6. Please provide electronic copies of the O&M manuals and any service records for the following equipment: O&M manuals will be provided to the successful offeror.
Natural Gas Compressor
HRSG
Air Compressor Gas Turbine Controls
7. Please provide digital copies of the as-built drawings of the system. Will be provided to the successful offeror.
8. What is the controls architecture for each major piece of equipment? The CHP is an integral system and when running runs as an integrated system, like an automobile, with fuel system, combustion system and powertrain etc. We don’t have a component control architecture for each component.
You may refer to the manufacturers of those equipment for repairs and how best to run them.
9. For all non-wearable parts, will the labor associated with the part exchange/repair be invoiced against in the NTE amount? The cost for parts is the only billable item against the NTE amount.
2. QUESTION: On Page 6 of 49 -
1. HRSG PM says to maintain condensate return system. Can you elaborate on what is required here? Is the intent to send condensate back to a collection tank or a deaerator? To a collection tank with the rest of the boilers in the Energy Plant.
2. How are HRSG feed water and condensate from the district loop integrated with the rest of the boiler plant? Feed water and condensate return to the HRSG are integral to the rest of the energy plant.
3. Will the VA boiler plant personnel be responsible for water sampling and analysis at the HRSG along with the boilers? Water sampling and tests at the HRSG are part of the maintenance of the CHP contract.
4. What is meant by “4 hours/week of Emergency Response Services shall be cumulative and credited to the VA if not used”? Is the intent to return funds if the emergency hours are not used? No monetary refund to the VA. Any emergency hours not used by the VA will accumulate to be used by the VA when needed during a year. In other words, 4X52 = 208 hrs/yr are already built into this contract for emergency calls with no extra charges to the VA.
5. What is the process for emergency services exceeding beyond the 4 hours/week or the cumulative amount at that given time? Emergency hours may not be exceeded as normal scheduled hours of 16hrs/week would be in play/used.
3. QUESTION: Page 7 of 49 -
1. Item G.10 reference “Other maintenance at PIC’s discretion” respectively. And, is there any documentation of “other maintenance” that may have been performed by PIC? PIC does the routine maintenance for the turbine machine in accordance with Kawasaki guidelines, they may be able to advise you on the turbine generator.
4. QUESTION: Page 8 of 49 -
1. Under “Response Time,” Items b. and c. describe unscheduled and emergency unscheduled maintenance. We presume that any unscheduled maintenance listed in item b. would cause an unscheduled outage resulting in a loss of electricity and/or steam production, which is defined as an emergency condition in item c. Can you provide an example of an unscheduled maintenance item that would fall under section b., which has a longer allowed response time? All scheduled outages due to maintenance which are like electives are not emergencies. Emergencies are initiated by the VA for urgent stop/start for life safety, fire, interconnection or any reasons for which immediate response from the vendor to work on the CHP in needed. All others are routine or scheduled maintenance.
2. How will the contractor be notified in the event of either unscheduled or emergency unscheduled maintenance? What is the desired process for notification? Phone call to a POC and followed by emails.
3. Reporting: we use QR Codes for operators to document daily inspections, note any discrepancies and detail any work performed. The QR codes are customizable and automatically submitted and email copy of the report, is this acceptable for the reporting required under section 4. A.?
Whatever works and if the VA has that capability to accept the information properly, we will be open to the suggestion. I do not personally know if the VA uses QR codes to capture maintenance information.
5. QUESTION: Page 9 of 49 -
1. Will Fees in Line Item 0003 (Ongoing O&M support) begin immediately upon contract acceptance and in parallel with Line Items 0001 (initial diagnostics) and 0003 (initial repairs) or only after Line item 0001 and 0002 are completed? Invoicing against Line Item 0003 will begin upon completion of Line Items 0001 and 0002.
6. QUESTION: Page 19 of 49 -
1. Is the statement of equivalent rates to be interpreted as the minimum pay scale for the CHP System Operator? Is there a maximum or top limit for the wage of this technician? No, this does not represent the minimum pay scale for the CHP System Operator. The rates in that clause are for informational purposes only and is not a Wage Determination. Rates shall be in accordance with the Department of Labor established wage rates for the specific positions within that county. Until updated the applicable wage determination attached to this action is SCA WD 2015- 5261 rv.19 dated 07-13-2022 McLennan County.
7. QUESTION: Are any major equipment subsystems within the CHP system currently under warranty? The
Turbine generator is still under warranty by Kawasaki.
8. QUESTION: Are there any electronic copies of Operator or Maintenance manuals for the existing CHP available? Yes, copies will be provided the successful offeror.
9. QUESTION: Are there any electronic copies of as-builts drawings for electrical, mechanical and/or controls available? Yes, copies will be provided the successful offeror.
10. QUESTION: Are there any electronic copies of the control scheme available? Yes, copies will be provided the successful offeror.
11. QUESTION: Is there a data log available showing run conditions and diagnostic errors from the CHP’s last run time? Data is available on the CHP control/monitor board.
12. Please provide a screen shot of the operator’s HMI for the Gas Turbine. This information is on the CHP monitor display. The successful offeror will be able to access the HMI display.
13. QUESTION: The SOW does not include a requirement for the contractor to provide chemicals for on-going treatment of condensate, correct? No, but monitoring and testing to recommend to the boiler plant operators is inclusive.
14. QUESTION: Does the facility retain responsibility for emissions monitoring and reporting? Yes, the facility will retain responsibility for emissions monitoring and reporting.
15. QUESTION: Does the facility have any spare parts for the CHP system? The facility does not have any spare parts for the CHP system.
16. QUESTION: Does the facility currently have a communication system available through which remote monitoring can be supported by a non-federal government entity? We have fiber connectivity on the Waco campus that could enable communication equipment connectivity.
