Questions

1. We are performing independent research on the following:

• Combined Synopsis/Solicitation (36C25722Q0352)

• Combined Synopsis/Solicitation (36C25722Q0414)

• Combined Synopsis/Solicitation (36C25722Q0417)

We are hoping to find out if there is (was) an incumbent contractor performing these services, or if this is a brand-new contract. If there is an incumbent, could you please provide the current / previous contract number? Appreciate any insight you can provide.

2. - V999--D2 Wheelchair Transportation Services (36C25722Q0417)

- V999--A2 Wheelchair Transportation Services (36C25722Q0352)

Could you inform me if these are new requirements or follow-on to existing contracts? If the latter, could you please provide me with the Contractor Name and Contract #?

Thank you in advance for your help.

3. The purpose of this email is to establish clarification on the VA Solicitation Process for Federal Contract awarding. The current solicitation (36C25722Q0415) is a set-aside for a SDVOSB; for clarification purposes, if there are no acceptable proposals submitted/received from a SDVOSBs:

What is the next small business socio-economic category set-aside for this contract?

a. If none, can the contract then be sole sourced to a reputable small business with the capabilities of performing the needs of the contract?

Will the VA consider utilizing a cascading set aside evaluation procedure for the said solicitation?

4. I’m a Certified Service-Disabled Veteran Owned Small Business interested in bidding on Solicitation Number: 36C25722Q0352. I was hoping you could answer a few questions……. Is this a new requirement, or is there an incumbent contractor? If existing, can you provide me the contractor and award amount?

5. Given the in place is 1 April, will there be a ramp up period? Thanks in advance.

6. Please explain the difference between the charts B.3 PRICE/COST SCHEDULE, and schedule of services price schedule? Do you have an estimated number of miles outside the base rate? Do you have an estimated number of waiting time units? Can you provide the estimated number of trips per day? Can you provide the estimate average mile per trip? The solicitation makes reference to stretcher and emergency transportation licensing and requirements; however, this solicitation is only for non-emergency wheelchair transportation services, can you please clarify? Will digital maintenance procedures and records be accepted? The RFP makes reference to EMT certification; however, the solicitation is for wheelchair transportation services, is this requirement applicable or should it be disregarded? Can patient log be stored electronically in lieu of a log sheet? Section 1.16.2 makes reference to patient care report, since it is not a common practice for non-emergency wheelchair transportation services, but it is for EMTs, can you please confirm whether it will be a requirement for this contract? Will there be a site visit schedule to tour the facilities?

7. Was there a previous incumbent for the existing contract? If so, please provide their name and award contract #. When this contract is awarded, how much time will the Awardee has before startup? In the PWS, Vehicle information is being requested, if new vehicle is being purchased / Leased, this information may not be available at the time our package is submitted, does this disqualify the Offeror?

8. Who is the current incumbent contractor performing these services, or is this a brand-new contract? If there is an incumbent, could you please provide the current / previous contract number per solicitation? What is the quantity of trips, miles & wait time for A2, B2, C2, & D2?

Can you provide the number of vehicles required for each solicitation A2, B2, C2, & D2?

9. I am hoping to find out if the subject effort is a new requirement or a follow-on to an existing contract? If the latter, can I please find out the incumbent contractor's name and contract number?

I appreciate your time and help.
