New Braunfels, TX and Seguin, TX CBOC Services

Clarifications for QUESTIONS & ANSWERS Amendment 0002

Clarification Questions on Amendment 2 for New Braunfels, TX and Seguin, TX CBOC:

Q1. Confirm CBOC Congressional approved location must be within New Braunfels, TX city limits? If not, provide Congressionally approved location boundaries.

- Answer: Approved location must be within New Braunfels TX, City limits per CBOC approval.

Q2. Question 13 asks how many VA staffed personnel will be providing services at the New Braunfels CBOC and the answer is 8, Social Worker, Pharm. D, Mental Health and Prosthetic Technician; 2 Radiology Technicians, 2 Physical Therapist.

Is x-ray required onsite based on the need for 2 Radiology Technicians?

- Answer: Yes, X-ray would be done on site by VA staff radiology technicians

Does the VA need space for physical therapy for the 2 Physical Therapists?

- Answer: Yes, 2 exam rooms and 500 Sqft space for PT treatment. PT Would want the two exam rooms to be co-located with PACT. That will house 2 PTs. The additional 500 sq ft does not need to be co-located, and would be for additional staff beyond the 2 PACT PTs.

Q3. Question 44 provides a revised schedule of services. The VA outlines the estimated quantities for New Braunfels from the Base Year through Option Year 9. However, Seguin outlines the estimated quantities for the Base Year and Option Year 1 only. Was it the VA’s intent to close the Seguin CBOC after Option Year 1 or was it inadvertently deleted?

- Answer: Yes. The Seguin, TX CBOC will be deactivated on 4/30/2023 as indicated in line item number 1002. Seguin, TX veterans will be completely transferred to the New Braunfels, TX starting 5/1/2023.

Q4. Question 13 of Amendment 2 asks: How many VA staffed personnel will be providing services at the New Braunfels CBOC? Please list by job title and number of days per month.

The Governments Answer: 8, Social Worker, Pharm. D., Mental Health (5 days a week) and Prosthetic Technician, 5 days a week; 2 Radiology Technicians , 5 days a week, 2 Physical Therapist, 5 days a week.

Follow-up Questions:

Does the VA want the contractor to install on-site x-ray in the New Braunfels CBOC for use by the VA Radiology Technicians?

- Answer: No. The VA would procure and install the equipment needed for the Radiology Techs.

VA needs about 230 SQF for equipment for X-Ray and PACS. Ultrasound room would need about 130 SQF of space. Ultrasound space is in addition to the 230 SQF. Do not need a separate waiting room area.

Does the VA want the contractor to build-out and equip therapy space for VA Physical Therapist in the New Braunfels CBOC?

- Answer: Yes, 2 exam rooms and 500 Sqft space for PT treatment. PT would want the two exam rooms to be co-located with Primary Care PACT That will house 2 Physical Therapist. The additional 500 sq ft does not need to be co-located, and would be for additional staff beyond the 2 PACT PTs.

Does the VA have any special space and equipment requirements for the Prosthetic Agent?

- Answer: Needs space for desk, computer with dual monitors, access to scanner, printer, copier, fax machine. Will also need space (11 X12 closet or room) where Prosthetic Agent can lock and store durable medical equipment inventory (Blood pressure cuffs, canes, walkers, CPAP masks, wheelchairs etc) needed to support the clinical programs at the clinics (New Braunfels, Seguin and CBOC). Individual will be located at New Braunfels site.

Q5. Question 14 of Amendment 2 asks: How many offices will be needed at the New Braunfels CBOC for the VA provided staff (by position/function) identified in question 13?

The Governments Answer: 4, Social Worker, Pharm. D., Mental Health and Prosthetic Technician

Question 32 of Amendment 2 asks: How many VA staffed personnel will be providing services in the New Braunfels and how many offices will be needed for VA provided staff?

The Government Answer: 8 VA Staff, 6 offices

Follow up Question

Answers are conflicting. Please Clarify how many VA Staff offices the government wants in the New Braunfels CBOC…..4 or 6?

- Answer: 6 VA Staff Offices

Q6. Based on the estimated enrollment increase from Option 1 to Option 2, it appears that the Government is anticipating the Seguin, TX, enrollees to be absorbed by the New Braunfels, TX, clinic beginning on 05/01/23. Will the Government please confirm that these enrollees who are rolled over to the New Braunfels clinic will not require new vesting appointments, and the Contractor will be able to bill for the newly closed Seguin, TX, enrollees under the New Braunfels PMPM beginning on 05/01/23?

- Answer: Confirmed, enrollees who are rolled over from the closure of Seguin CBOC to New Braunfels CBOC will not require new vesting appointments.
