South East San Antonio Clarification to Questions from Amendments 0002 and 0004 3 May 2021

1) In question 7, the government has stated it does not know how many Veterans have been vaccinated in the past 12 months at the clinic. Without this information the incumbent has an unfair pricing advantage. Please provide bands of anticipated vaccinations that all contractors can use to bid from.

A: 10% of total during COVID; 90% total prior to COVID of total patients assigned.

2) Question 11 was answered N/A. However, question 10 indicates the current facility does not meet PACT Space Module Design Guide requirements. If the answer to question 11 is “N/A” please confirm the government does not require the Onstage/Offstage concept and PACT Guidelines will be waived.

A: VA requires the onstage/offstage.

3) Question 14 indicates the actual billable enrollment of the clinic is 10 percent less than the year one CLINs. The incumbent contractor has said the actual number is 15 percent lower and with the change in vesting period the number will be 18% lower. Please revise the CLINs to reflect the accurate billable enrollment so all competitors are bidding from a level playing field.

A: No, these are estimated quantities based on monthly projections. This is the reason the contract type is Indefinite Quantity Indefinite Delivery (IDIQ). All offerors shall bid on an estimated 2,452 PMPM for the base year.

4) Please confirm the start up timeline for the construction period in question 28 to level the playing field among contractors. It will change the offerors pricing significantly and create an unlevel playing field.

A: Timeline starts when contract is awarded. Contract awards and cycles can vary, and VA can look at timelines or extensions based on construction period on a case by case basis.

5) Please extend the proposal due date to give contractors time to adjust their floor plans and pricing by at least 10 days.

A: Proposal due date will be extended to 13 May 2021 at 1200 Mountain Time.
