I. Basis of Award

The Government intends to award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation meets or exceeds the requirement. The quotes will be evaluated based on the evaluation factors listed below. The technical acceptability will be evaluated on an "acceptable" or "unacceptable" basis. The lowest price contractor will f irst be evaluated. If determined to be technically “unacceptable,” the next lowest price response will be evaluated, and so on, unt il an offer is determined to be “acceptable.” The following areas will be evaluated:

1. Technical Acceptability (acceptable/unacceptable)

2. Price

Factor 1: Technical Acceptability – The contractor shall provide a written statement addressing each of the following items. The written statement must describe each point and must provide enough detail to determine minimum qualif ications.

a. Technical Capabilities: The contractor shall certify that their f ield service engineers

(FSE) are OEM-trained to service the equipment and that they shall provide only

OEM manufactured replacement parts. FSE must be certif ied yearly and carry the documentation.

b. Vendor must be registered in VIP and SAMs to be eligible for award.

Factor 2: Price – In this factor, price will be evaluated for reasonableness, completeness, and fairness by comparing the proposed prices with the Independent Government Estimate and prices posed by other offerors.

Base Year price, each Option Year Price, and Total price will be evaluated by the Government.

In evaluating the offeror’s proposed price for this project. The techniques and procedures described under FAR 12.209, Determination of Price reasonableness, will be the pr imary means of assessing proposal reasonableness.

mailto:joseph.miller20@va.gov

Contractor shall provide prices on ALL line items listed on the Price/Cost Schedule. The schedule may be altered, or an alternate schedule used where appropriate in order to express quote detail.

For purposes of award of this Contract, the Government intends to evaluate the option to extend services under FAR 52.217-8 as follows: The evaluation will consider the possibility that the option can be exercised at any time and can be exercised in increments of one to six months, but not for more than a total of six months during the life of the contract. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be those rates in effect under the contract each time an option is exercised under this clause. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price for the basic requirement and the total price for the priced options has the same effect on the total price of all proposals relative to each other, and will not affect the ranking of proposals based on price, unless, after reviewing the proposals, the

Government determines that there is a basis for finding otherwise. This evaluation will not obligate the Government to exercise any option under FAR 52.217-8.
