G. CONTRACTOR REQUIREMENTS

1. General Requirements:

a. When the Contractor desires to deliver outside of the other than standard times, a written request shall be submitted to the VA POC for approval. Written approval from the VA POC must be received before proceeding with the work. The request shall be submitted at least (5) five workdays prior to the proposed performance of work, and it shall indicate the day (s), amount of time of work, and reason why performance is necessary during nonstandard hours.

b. The Government maintains the option to modify the normal work week, days and hours, as necessary for the accomplishment of VHA mission.

c. The contractor shall be knowledgeable of and shall comply with all applicable federal, state, and local laws, Building Codes, Life Safety Codes, ADA/ADAG, permits.

d. CTVHCS requires 1) Basic product orientation and user training; 2) Installation/Go-lives of one week in length may require 3-5 trainers/Installation/Go-lives of greater than one week may require additional trainers/skills labs; 3) Live day and evening bedside support during the implementation of the new system for all shifts; and 4) On-going customer support for the life of the product.

e. Installation/Design will be performed by the Contractor.

2. Salient Characteristics:

· 600lbs safe working load.

· Home like environment with customizable color options.

· Single push button comfort chair, auto transfer height, and gravity assist.

· Gravity assists repositioning.

· Trendelenburg and Reverse Trendelenburg

· Low deck height of 7 inches and bed high of 30 inches. Fall prevention bed. Some are 9 inches low or 7.5 inches low. Standard is 14 to 17 inches for bariatric beds. We want the bed to be as low as possible which is 7 inches in order to prevent major injury in case of patients falling/rolling out of bed. This bed will hold up to 600 lbs bariatric patients so it is preferred that it will go as low as 7 inches from floor. The 30 inches is as high as the bed will go which is great for working height for nurses. A standard bed height goes from 14 to 17 inches. That is too high and does not support prevention from major injury from falls.

· Integrated expandable width from 36, 39, 42 with easy pull tab engagement. Expandable deck has visible measurement to ensure proper expansion. Standard size is approximately 35x80. Also, in standard systems the extension has to bolted on however, this system already comes equipped with the pull tab technology which requires no tools or installation making adjustments easy for staff to make. We need frames that start at a 35-inch width and have stopping points but will expand to 39 and finally 42 inches as well as being 84 inches long. These sizes are compatible with mattress sizes that we currently have and will continue to purchase.

· As bed is lowered to auto transfer height of 12 inches, the bed will pause before continuing to the 7-inch low bed height. Will facilitate transfers to wheelchair or right height for egress.

· While in chair mode, the “knees down function” are locked out to prevent patient sliding.

· Bed can roll at any height.

· Two pedal locking system with individual pedals for locking and unlocking.

· Trapeze pivots to 3 different working positions or you can place trapeze at 45 degrees to allow for use of ceiling lifts. Typically, the trapeze is a single piece that does not pivot. For safety reasons, the device has an attachment that does not allow the trapeze to swing 360 degrees. This characteristic can vary. We can use trapezes with more pivot points. However, pivoting as opposed to removing and lifting the trapeze is necessary for safe handling for our staff.

· Assist Handles are at ergonomic height and can be removed with no tools. Handles do not pivot in such a way that they will touch the floor.

· Assist handles are lightweight for easy storage.

· Assist handles have integrated pendant holders on the inside and outside of handle that are compatible with VA Get Well Network Hand Pendant. This will facilitate patient access to nurse call and controls. Typically, inside pendant holders are standard. This system has pendants on the inside and outside of both of the assist handles. Some manufacturers us pendant holders, however, these specific pendant holders are built into the assist handle (so they cannot become removed and lost) and they are the perfect size to allow our VA Get Well hand pendants to fit into them properly. This allows the nurse call light to be available at the patient’s bedside and on either side of the patient. Other systems have removable pendants that fall and break, are difficult to remove, and cause injury to staff as they attempt to replace. This is important for our population of veterans to have.

· Assist handles can be swiveled into position to assist repositioning or egress.

· Softcare side rails can be removed or placed with no tools.

· Advanced foot controls are high on the footboard for easier accessibility.

· EasyLIft Leg Lift that will elevate foot end along with knee gatch for promoting lower extremity venous return.

· Frame can be extended to 84” or 88” in length. We currently own mattresses to fit these sizes and already performed GAP testing that determined entrapment zones are within limits with these measurements.

· Frame extender must be shipped from manufacturer. This bed deck has grided shelves allowing moisture not to pool. Most bed systems have a flat steel deck that holds moisture leading to rusting, peeling, and corrosion. We request that this item comes direct from the manufacture to maintain warranty and maintenance.

3. Warranty:

a. The warranty item is to run from the date of acceptance of the products by the Government.

b. Joerns EasyCare bed is guaranteed for a period of four years from the date of delivery, against defects in materials and workmanship, under normal use and service. This four-year warranty includes all mechanical and electrical components. Steel structural components on beds are covered under warranty for a period of 15 years from the date of delivery. Welds are covered under warranty for the lifetime1 of the product. Damage caused by use in unsuitable environmental conditions, abuse or failure to maintain the product in accordance with user and service instructions is not covered. Any alteration, modification, or repair unless performed by, or authorized in writing by, Joerns Healthcare, will void this warranty.

c. Joerns Healthcare’s obligation under this warranty is limited to supplying replacement parts, servicing or replacing, at its option, any product which is found by Joerns Healthcare to be defective. Warranty replacement parts are covered by the terms of this warranty until the product’s original four-year warranty period expires. When requested by Joerns Healthcare, parts must be returned for inspection at the customer’s expense. Credit will be issued only after inspection.
