Questions
1. I'm a little confused I noticed the NAICS on all four Special Needs Transportation SF1449 says 621910 is this correct? The Combined Synopsis/Solicitation Notice has 485991?
2. We are new to federal contracting opportunities. We were under the impression if we responded to the sources sought there was a likelihood the set aside would be anything but SDVOSB? Are you able to explain the rationale behind how set asides are determined?
Our company a non SDVOB responded to the sources sought, hoping a non SDVOB set aside would be designated? I believe the last opportunity within this market was designated small business set aside. Do these types of opportunities ever get set aside for women owned or HUB?
3. Are the above the same as RFQ 36C5721Q0187 AND RFQ 36C25721Q0340 that I submitted for both 12/17/20 and 1/21/21 respectively and never received ANY correspondence about RFQ 36C5721Q0187 until I called, and Contract Specialist told me about the passing of Contract Specialist. I send the new RFQ on 1/21/21 to contract specialist and then the storms hit, and I hear nothing?
4. Because these are all separate solicitations with the exact same content, my questions will refer to SO2 Solicitation A2 pages. 1) Page 13 - Are these solicitations Non-Emergent Medical Transportation (NEMT)? If yes, then does the Emergency Medical Care pertain to this?
5. 2) Page 13 - If yes to the above about Emergency Medical Care then can you provide a working link?
6. 3) Page 18 - 1.5.7 and 1.5.8 Refers to Paramedics and Paramedic Qualifications. Are you requiring wheelchair van drivers to have paramedic certification?
7. 4) Page 30 - 1.24 Is indemnification medical malpractice insurance required for NEMT?
8. 5) Page 30 - 1.26 Is there a link to share that outlines your conformance with environmental management system?
9. 6) If these questions are not answered and posted by 5/10/21, will you issue an extension?
10. If these requirements are being performed by a contractor currently or have been performed in the past, could you please provide the associated incumbent contract or task order numbers? If not, could you please tell me whether these are new requirements?
11. After reviewing several of the solicitations for North Dallas TX, I noticed there were no estimated quantities provided in the Price Schedule and we are not able to compete on a relatively equal and intelligent basis because without the estimated quantities, each offeror’s price could vary tremendously as there's no accurate "baseline" by which each offeror is bidding. Furthermore, we cannot estimate the number of vehicles, personnel, fuel and other operational costs required to adequately provide service for the contracts. Can you please provide estimated quantities for trips, mileage, wait time and any other applicable CLIN's you require? Thanks in advance for any assistance or clarification you can provide.
