The purpose of this Amendment to Solicitation 36C25721Q0680 is to respond to questions submitted by potential offerors.

Please see continuation pages for answers to vendor questions.

Matthew G. Clements Contracting Officer Vendor Questions and Answers Solicitation: 36C25721Q0680

· Question: Do you already have existing hardware installed and are just looking for a cloud monitoring system to provide data collection and reporting? Or are looking for a full turnkey system with new sensors and tied into a cloud reporting system?

Answer: We are looking for a system that does not involve hardware installation. We are looking for a system that doesn’t require sensors and allows us to enter into a reporting system immediately upon purchase with no physical set-up or installation required.

· Question: Can you detail out more what is meant by "both standard direct observation and electronic monitoring"? Particularly electronic monitoring. Are there wearables? Or are there other methods of electronic monitoring? Will those methods have an API or method of transmitting the data?

Answer: We are looking for a system that does not involve any wearables or physical tracking mechanisms. Data will be entered by VA employees through the system.

· Question: What is the Joint Commission Resources (jcrinc.com) role in the RFQ? It appears to us that there is at least some desire for integration into their system. Is that correct? If so, will they be providing an API for data to post into their system? Our system is capable of integrating with other systems, and does so often, but only if the other system is cooperative and provides a method to do that. Or is this essentially a sole-sourced without being a sole-sourced RFQ for JCR as they already provide this service?

Answer: It would be preferable that the system can interface with JCR, but not required. We do not use JCR Targeted Solutions currently.

· Question: Is the desire to have a VA DNS/Domain point to this application (i.e. https://handwashing.va.gov) or is it to be a Offeror DNS/Domain (i.e. https://vahandwashing.vy.technology)?

Answer: The site can be entered through their own website.

· Question: What does the 4 Eaches represent in the "PROFESSIONAL SERICES [sic] - CUSTOM REPORT DEVELOPMENT, TRAINING, INTEGRATION SERVICES" Price/Cost Schedule? Is that 4 reports? 4 hours? 4 months (presumed 8 hours per day, 5 days per week)?

Answer: Line Item 2 of the Price/Cost Schedule are 4 “Hours”

· Question: Are there a list of Observations that need to be recorded? Or is it basically In/Out of Room, Wash yes/no, Contact/Droplet/Airborne, Glove yes/no, Gown yes/no? And then tie that data to a facility and person, and that person tied to type of position (physician, nurse, consultant, etc...)

Answer:

Time of observation Location of observation Type of person observed (physician, nurse, etc.)

Going in / Leaving Room Handwashing performed yes/no If yes, soap or sanitizer If no, reason for not washing If no, what feedback was given on the spot

· Question: Will users be anonymous or non-anonymous? If non-anonymous, will there be a central repository of employees/users? Is that what the JCR integration is partially about? If not JCR, what system will provide the employees/users? If it is expected to be our system that maintains that, will the VA's IT department handle employee hire/terms and password resets or is that expectation also on the vendor?

Answer: Repository of users will be within the site.

It is expected that Infection Prevention staff will manage the repository of users, locations, roles, etc. with assistance from the vendor. Password resets should be able to be done by individual users.
