2. Questions and Answers (Q&A):
Q.1: Can you confirm ACLS is required?
A.1: BLS is only required. See Performance Work Statement (PWS), page 3 (2.1.9.
Training (ACLS, BLS, HER and VA Mandatory) and page 12 Section 7.1.1. of Special Contract Requirements).
Q.2: Is this a new requirement or a re-compete of an existing project?
A.2: New requirement.
Q.2a: Who is the incumbent vendor?
A.2a: No incumbent.
Q.3: Specific to taking call in sections 3.1.2. Is this telephonic call or will the provider be asked to return to the VAMC after hours?
A.3: Most calls are telephonic and response time should be <15 min. On rare occasions, a pathologist on call may need to return after hours.
Q.3a: How quickly must the pathologist return to the station is called back in?
A.3a: It is strongly preferred to arrive within an hour for the time period call is assigned to them.
Q.4: For evaluation purposes will the VA considered an relevant and rated CPARS evaluation equal to a completed Past Performance Questionnaire?
A.4: Per PWS in Section 4.1.10 on page 7, must utilize CPARS.
Q.5: Do all proposed key personnel need a DEA number registered in the State of Texas? Page 30 of the evaluation criteria states: “DEA license number for the State of Texas, if licensed in another state”.
A.5: No DEA is required; however, if a provider has a DEA, they will be asked to provide for credentialing purposes.
Q.6: Does the CTX in the solicitation title refer to “Central Texas” (CTX), or is it for some other reference?
A.6: Yes, CTX stands for Central Texas
Q.7: The solicitation website on beta.sam.gov indicates that this solicitation is SDVOSB set-aside, but the actual SF 1449 solicitation coversheet indicates the procurement is full-and-open. Is this a SDVOSB set-aside?
A.7: Yes, this is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside.
Q.8: Page 2, B.2 Schedule of Services states, “Under the authority of 38 USC 1703, the Contractor shall provide Clinical and Anatomical Pathologist Services…well as with the Contractor’s FSS Schedule 621-I contract.” Is the Government requesting this quote under the terms and conditions of our FSS Schedule 621l contract?
A.8: Yes.
Q.9: CLIN X001 is for “Pathologist (1 FTE) – 2080 HR.” Page 11, PWS 2.10.1 states, “FTE is defined . . . as a minimum of 80 hours every two weeks and does not include holidays.” Are offerors to understand that the 2080 HR requirement is “not to exceed” 2,080 hours per year, or is the requirement for the pathologist(s) to work exactly no less -and no more- than 2,080 hours during each and every 12-month period of the contract?
A.9: Physicians/Pathologists do not get over-time.
Q.10. CLIN X002 is for “on call services.” Page 12, PWS 3.1.2 states, “[The] physician will be expected to take call on a rotating basis for non-administrative hours, to include weekends and holidays. Call will not exceed one week out of a four-week period.” Are offerors to understand that the Government will be invoiced for ALL non-working hours (that is, one week every four weeks) because the physician is on call?
A.10: Depends upon contractor’s FSS Schedule contract terms and conditions.
If the physician has to travel to the PLMS facility, will CLIN X001 then be invoiced instead of CLIN X002, or will both CLINs be invoiced at the same time?
A.10a: No, not invoiced at the same time. If duty hours are complete, physician will be paid on-call services. If still working regular duty hours, physician will not be paid on-call services.
Q.11: CLIN X003 is for “call back services,” but the solicitation provides no specification whatsoever as to what “call back services” entails.
Will the Government provide details as to the requirement for “call back services”?
A.11: A call back is when a diagnosis is needed while patient is in OR.
Q.11a: Will the Government also describe whether “call back” services (CLIN X003) will be permitted for simultaneous invoicing during regular work hours (CLIN X001) and/or “on call” periods (CLIN X002)? In other words, if the physician is on call and provides call back services, the solicitation appears to permit simultaneous invoicing for CLIN X002 and CLIN X003 for one and the same effort; or, if the physician is working normal duty hours (CLIN X001) and has to make call backs, the Government appears to allow simultaneous invoicing of CLIN X003. Is this accurate?
A.11a: No, physicians cannot charge for regular work hours and call back services at the same time.
Q.12: Page 29, Section E, Factor 1 – Technical Capability, lists three subfactors. Our company provides staff augmentation services to the federal Government, and our company does not meet the requirements listed in Factor 1. However, our candidate’s clinical pathology experience meets exceeds the PWS requirements and Factor 1 elements as this person has worked at the same VA facility in the same department five years ago.
A.12: All factors will be considered during the evaluation of quotes. Please respond to the best of y our ability.
Q.13: How many beds at the Temple VAMC?
A.13: 90 Beds
Q.14: Are there any additional Pathologists on staff? (if so, how many and are they full time?)
A.14: 4 Full-Time Pathologists.
Q.15: What is the average number of cases handled during a shift?
A.15: An average of 30 cases per day amongst all Pathologists.
Q.16: Are BLS and ACLS required or preferred since they aren’t seeing patients?
A.16: Yes, BLS is required.
Q.17: Will they only work in Temple or will they be asked to work at the Waco VA on occasion?
A.17: Only work in Temple.
Q.18: Could you please tell me if the Combined Synopsis/Solicitation posted as solicitation number 36C25721Q0502 will be a follow-on requirement to any work performed currently or in the past, or will this be a new requirement?
A.18: This will be a new requirement.
Q.19: If possible, can you please provide the most recent contract or task order number?
