RFQ Title: COVID-Warehouse Storage Services
March 3, 2021
1. Section 2.8 states “Contractor shall provide delivery of Medical/Surgical Supplies from the warehouse facility to the medical facility listed in this SOW.” Who provides the vehicles for these deliveries?
A. The contractor is responsible for providing the vehicles required to perform this contract.
1. GENERAL REQUIREMENTS 1.1 Contractor shall furnish all necessary labor, equipment, services and supervision required to render a complete WMS. Responsible for the pick-up, storage and distribution of Medical/Surgical supplies in support of Central Texas VA Health Care System at Temple: Olin E. Teague Medical Center, 1901 S. Veterans Memorial Drive, Bldg. 206, Temple, Texas 76504.
2. Would the USG consider delaying this effort to allow sufficient time for contractor to review answers to questions and provide a suitable solution?
A. No.
3. Would the USG consider allowing longer than the listed 10 days post award to be ready to receive the initial materials?
A. No.
4. What is the estimated average number of pallets per month that they estimate will be in this facility?
A. 150-200.
5. What is the estimated average monthly pick-up/delivery schedule?
A. Average of 50 per week.
6. Will any material ever be shipped directly to contractor location from outside sources?
A. No.
7. How many pallets does the USG currently have that will be moved to this facility?
A. 175.
8. Would the USG consider increasing the radius within which the facility must be in?
A. No.
9. Will the contractor be required to provide delivery to facilities other than the Olin E. Teague Veterans Medical Center located at 1901 S. Veterans Memorial Drive, Temple, Texas 76504, and if so, what facilities and where are they located?
A. No.
10. On page 22, under Instructions to Offerors, Offeror Submittal Instructions, there is no volume or portion where you request Past Performance. Even in the technical portion, you limit the contractor to 2 pages, no mention of Past performance. On page 42, under Basis for Award, the second criteria that is cited for evaluation is Past Performance. Where should we cite Past Performance? Will Past Performance be in addition to the 2 page Technical portion?
A. You are welcome to submit your Past Performance, not required, but you can submit. The VA will evaluate offerors Past Performance using CPARS, FAPIIS, FPDS-NG and FED Data Checks and other sources.
