I. Basis of Award
The Government intends to award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation meets or exceeds the requirement at the lowest price, Lowest Price Technically Acceptable (LPTA).
The quotes will be evaluated on the basis of the evaluation factors listed below. The technical capability will be evaluated on an "acceptable" or "unacceptable" basis. The lowest price contractor will be evaluated first. If determined to be technically “unacceptable,” the next lowest price contractor response will be evaluated, and so on, until an offer is determined to be
“acceptable.” The following areas will be evaluated:
1. Technical Capability (acceptable/unacceptable)

STATEMENT OF WORK (SOW)
A. TITLE OF PROJECT: Medical Literature Search Service
B. BACKGROUND: Medical literature search requests to the VA
North Texas Health Care System (VANTHCS) Library Service continue to increase as awareness of the library grows. During peak periods, there are instances where an additional searcher would alleviate some volume which would allow us to continue to provide high quality, relevant information in a timely manner, since acquiring a non-clinical
FTE is not an option, we would like to establish an agreement with an independent information professional who could be called on an as needed basis to perform literature searches. Since most information resources are digital, a literature searcher can be highly effective in any location as long as the results can be emailed to us.
C. SCOPE OF WORK: The vendor shall execute, analyze and deliver medical literature search results from requests sent by the VA North
Texas Health Care System (VANTHCS) Library Service staff. Results should include bibliographic information as well search parameters.
1) Although PubMed is to be used for VANTHCS medical literature searches, access by the vendor to, and demonstrated proficiency in using databases including but not limited to
SciSearch, Embase ansd Biosis must be available. VANTCHS
Library Service staff will authorize use of commercial databases if necessary, for medical literature search.
2) Provide analysis of medical literature search results when warranted. This includes search strategy, filters, limiters, etc.
as well as explanation of revisions to the search strategy and syntax if a commercial database is utilized.
3) Search results should be emailed to the general VANTHCS
Library Service user group: NTXLibrary@va.gov. However, with the very recent VANTHCS systems modernization mailto:NTXLibrary@va.gov initiative, also delivering literature search results via Microsoft
Teams for information sharing is preferred.
D. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES:
1) The specific citation information that should be included, when available, in the results list is:
Author(s)
Title
Journal name
Publication year
Volume
Issue
Page range
Article abstract
2) Search details:
Date
Search terms
Search strategy
Limiters
E. REPORTING REQUIREMENTS:
Turn-around time for medical literature search requests should typically be 24 – 48 hours. If more time is required, the Vendor contact Library
Service staff at which time a decision to continue the search or cancel it will be decided.
F. GOVERNMENT RESPONSIBILITIES:
The Government will not need to furnish any materials or equipment;
employees will use existing hospital computers, their personal computers, or their personal mobile devices. Staff may also access the database remotely from any Internet-based computer, provided they have previously requested offsite access from a computer on the hospital network.
G. SCHEDULE
Schedule will be specified in the contract schedule.
