1. Can you provide an estimate for the number and timing of orders expected to be placed across the one year POP? Ie. A few orders for 100+ drops over the course of the year or might we expect to receive several orders per month for just a few drops at a time. The number of required mobilizations to the installation site will significantly impact our per drop pricing. We usually get around 10 – 20 requests per month that very from 1 voice / data per request to 10 – 15 voice / data lines to be installed per request. We also get OIT switch changeovers that require over 100 at a time and renovation projects that usually require at least 20 at a time.
2. Attachment 2 - Limitations on Subcontracting Acknowledgement and Certification highlights the section of the Services paragraph stating that “awardee will not pay more than 50% of the amount paid to it by the government, to other firms that are not VIP listed SDVOSBs.” The first part of the paragraph includes an exception for construction. The NAICS assigned to the solicitation is 238210 - Electrical Contractors and Other Wiring Installation Contractors, which typically falls into the exception for construction and allows the prime contractor to subcontract up to 75% of the contract value for specialty trade construction. Please advise if this contract will require the prime contractor to adhere to the 50% or 75% allowable subcontracting for NAICS 238210. This requirement has been determined to be a service NOT construction.
Therefore, the contractor must comply with the limitations on subcontracting for services. Refer to VAAR 852.219-10 (d) (1) for specifics.
3. Per Price schedule, only patch cords have to be Panduit, correct? Patch cords can be any brand with a minimum of Cat6 rating.
4. Per SOW, page 9, every drop price needs to have conduit included in it. Since it is not clear if conduit is needed for all or some Cat6 drops, or how much conduit is needed at all, Do we have to price conduit anyway with price for drop on price schedule pages or you will ask us to estimate conduit price separately for each CLIN and we do not need to include conduit in drop price now? 99 % of our drops will not require conduit. The requirement for conduit has been removed from the SOW. Do not price conduit as part of the drops.
5. SOW says we may need to install/repair fiber cable or do toning or anything else – where do we include price for that? Do we just make it part of Cat6 drops or you will ask us to estimate these separately and this does not have to be included in price on price schedule? Fiber installs and repairs will be priced separately for each instance via contract modification (if found to be within scope). Only 3 fiber lines and 3 fiber repairs were completed in 2019. The Government cannot accurately estimate the number of fiber runs/repairs or the extent of each job.
Therefore, it would not be fair to ask for pricing on an unknown task.
6. Will you be issuing task orders separately for conduit, fiber work, toning, repairs and other work not listed on price schedule so they can be priced separately and not be included in this price schedule? Yes
7. In the Wage Determination (Attachment 1), please notify us of the Occupation Code/Title the government expects bidders to use for the various tasks in the project’s scope of work? The
Government will not dictate which occupation code to use on the wage determination. That is determined by the contractor. If Department of Labor were to inquire, the contractor would have to justify the occupation codes/title of their employees.

8. On-Page 9, there are some locations that are outside of San Antonio. Will travel charges be allowed to be invoiced as separate line items or will the pricing sheet be revised to include mobilization and travel? Travel charges will not be invoiced or reimbursed.

Contractors will need to cut into drywall, any other penetrations i.e. fire and smoke barriers/ walls will be completed in house by our M&O staff.
