The purpose of this amendment is to extend the due date for solicitation 36C25720Q0048 in order to answer vendor questions for the Temple AC Plant Chemical Treatment Service requirement. This amendment will give all parties enough time to submit accurate and precise quotes. The initial due date was 02/28/19 at 11:59PM CST. The new due date for solicitation 36C257Q0048 is 03/02/2020 at 11:59PM CST.

Questions and Answers

A. This amendment form is a part of the solicitation documents and amends the project solicitation as noted below. You must submit a signed copy of this amendment with your offer. Failure to do so may subject your offer to be disqualified. Amendments to the solicitation are as follows:

1. Who owns the existing equipment, i.e. controllers, chemical metering pumps and chemical storage tanks? The VA

2. In the bid from March 2014, building 221 was not listed and Building 222 (IT

Building) was reported to be under warranty and reportedly had 2 York Chillers rated at 327 tons each. During the site visit on 2/18/20, Building 221 was visited and had two separate evaporative condenser systems and Building 222 was reported to have a chill water loop and hot water loop only. Can you please confirm the rated capacity

(tons) of the evaporative condensers on Building 221 and confirm that Building 222 has closed loops only? Manufacturer would have to be contacted for the rated capacity (tons) of the evaporative condensers on Building 221. Building 222 has closed loops only.

3. The current treatment program consists of a scale & corrosion inhibitor and a single biocide (12.5% Sodium Hypochlorite). To effectively control bacteria and to minimize the risk of Legionella, OSHA recommends a dual-biocide program. Please confirm if the bidders must quote a dual biocide program? Please quote dual biocide program.

4. Page 7 Paragraph 3. states that “as a minimum, conduct testing and inspection bi-weekly” (twice monthly), however, under the Description of Supplies/Services on the

Price/Cost Schedule, it lists “Monthly/Biweekly Water Treatment, Closed Loops

Testing, Water Testing”. Can you please confirm the frequency of visits required to be Monthly or Bi-weekly (twice monthly)? Bi-weekly (twice monthly)

5. Page 50, Submittal Instructions. You request submission as two separate files, Price

Quote & Technical Offer; however, under the Technical Offer Section b., you have

Provide Factor 1: Price? Please confirm that Pricing is only to be provided in the

Price Quote file and that the Technical Offer is to include Technical Capability and

Past Performance? Pricing will be provided in quote submitted
