Bothe Temple and Waco scope of work does not show to include the DA and they are a major part of the boiler system and should be included while speaking with Tim on site he agreed they should be included but we will need to know what type of scope of work you would like to perform on each DA? I have added “all boiler auxiliary equipment” to section 2.2. The DA tank testing is also found in the “VHA Boiler and Associated Plant Safety Device Testing Manual Fifth Edition” Checklist found on pages 44-48. Which is covered in Section 3.2 QUARTERLY PREVENTATIVE MAINTENANCE: (4 Times)
*All testing is to be accomplished in accordance with the VHA Boiler Plant Safety Testing Manual, fifth edition. All testing must be documented in a fashion acceptable to the VA. All used parts are to be turned over the CTVHCS for disposition evaluation. Note I have changed from fourth edition to fifth edition.
There is no mention of the economizers within the packets for the Waco VA units and need to know if this needs to be included and if so what type of scope of work will we need to look at on them? The economizers are also found in the “VHA Boiler and Associated Plant Safety Device Testing Manual Fifth Edition” Checklist found on page 51. Which is covered in Section
3.2 QUARTERLY PREVENTATIVE MAINTENANCE: (4 Times)

Steam generator at the Waco VA is still questionable of operational status and possible warranty and it was brought up with Tim and he was going to get with you about omitting it from the scope of work, I just would like clarification if we are to omit it or not and if not we will need a defined scope of work due to issues existing on the unit. The steam generator (Co-Gen) will need to be omitted from the SOW. It is currently offline and has been for over a year. It is under another COR to have it repaired. It was added to this SOW over a year ago in hopes it would be back online.
There is only one mention of the flame safe guard system/burner management system Fireye used at the Waco VA facility within the packet, all scope of work is surrounding the Autoflame system at the Temple VA location. Do you have a scope of work for the Fireye flame safe guard system/burner management system? No, we do not have a SOW for the fireye system. Vendor should be fluent with all control systems at both locations.
Building 171 Cleaver-Brooks boiler does not include the boiler feedwater system and just need to know if we include it as well as if you have a scope of work for it? No, the feedwater will not be added to the original SOW.
(2. TASK SPECIFICATIONS)
2.1 Next to the last sentence it states “For emergency calls/Service the contractor will furnish all Factory repair parts and service not to exceed $35,000 cumulative for both plants.” Section 5. GOVEMENT FURNISHED EQUIPMENT ABD SERVICES (first line under this section states) “–The government will furnish all of the material, parts, and supplies for the boiler system described in this Statement of Work.” Do we include parts and if so what parts to include under that $35,000 cumulative for both plants? Some parts based on a definition of parts could cost without labor the $35,000 alone. I have removed the first line of Section
5. GOVERNMENT FURNISHED EQUIPMENT AND SERVICES. The $35,000 cumulative for both plants will be used for emergency calls/service and all Factory repair parts and service. If the $35,000 is reached within year performance period; Engineering Service will purchase required parts and or service under government purchase card if prices are within micro purchase guidelines. If major work is required and depending on cost and severity of of issue at hand Engineering Service will submit a acqusition package to Contratcing for repair services for that specific issues. Under this specific requirement contractor is only required to provide parts and services up to the Not to Exceed amount of $35,000.
3.2 QUARTERLY PERVENTATIVE MAINTENANCE: (4 Times)
3.2.11 Calibrate all related sensors with in the boiler proper. Please define the boiler proper as this could include sensors not related to the boilers i.e. smoke detectors, fire sensors, Co2 monitors/sensors etc. Calibrated sensors will be on boilers, and all boiler auxiliary equipment. Smoke detectors, fire sensors, Co2 monitors/sensors will be done in house.
Will annual inspections be included within this contract and if so who will be responsible for open an closing of the boilers? Annual inspections will not be included in this contract. The annual inspection will be conducted by a “Third Party”.
