1. On page 8 of 9 of the solicitation it states that the SF330 shall have a page limit of 30 pages.

1 Page – Cover letter 3 Pages - Section A-D (depending on # of subs) 10 to 20 Pages Resumes – you are requesting a minimum of 10 Key Personnel , listed below (page 4 of 9),

- Project Manager, QA Manager, Architect, Architectural Engineer, Structural, Electrical, Mechanical, Fire Protection, Environmental, and a Resident Engineer for CM Services This does not include Civil Engineer, Landscape Architecture, Interior Designer, Medical Planners, Industrial Hygienist, Utilities, Cost Estimating, Land Surveyor….

10 Pages – Projects 1 or 2 pages for Section G (depending on # of personnel) ?? Pages - Section H – to include section criteria items on pages 4 of 9 thru 6 of 9 and to include a Management Plan and additional submission requirements on page 8 of 9 this section could be 30+ pages by itself ?? Pages – Part IIs this section depends on the number of subconsultants and Prime offices we pull personnel from, this could easily be 10 pages

Question – Please verify the number of pages total for section and whether the cover letter and cover(s) are included. The SF330 page limit is changed from 30 to 80. The SF330 shall have a page limit of 80 pages, and it shall have a limit of 10 projects illustrating specialized experience.

NOTE: The page limit of 80 pages is inclusive of the entire submission (Cover Letter, Projects, SF330 Parts I and II and any additional information.

2. For the location restriction, it says to be within 200 miles of any of the VA locations. It also says to mention which locations we are submitting for. So, if we are located within 200 miles of one location can we still show interest for all the locations? Yes, if you are located within a 200 miles radius of a VA Facility you may submit a proposal for all VA Facility listed.

3. Ref Page 4, Section 3, Part 1, Resident Engineer/Construction Manager: This section notes that personnel shall be “registered and licensed”. Can you please clarify how this applies to the “Resident Engineer/Construction Manager” position? Will a Certified Construction Manager (CCM) certification meet the requirement? : A Certified Construction Manager (CCM) is an acceptable level of certification for the Resident Engineer/Construction Manager position.

4. Ref Page 6, Section 5.a, Page Limit: Will the VA consider raising the 30 page limit on the SF330, given the high number of personnel resumes required? The SF330 page limit is changed from 30 to 80. The SF330 shall have a page limit of 80 pages, and it shall have a limit of 10 projects illustrating specialized experience.

5. Please clarify the limit of 30 pages. With a minimum required 20 resumes and 10 Section F projects this does not allow for inclusion of any of the other SF330 sections. The SF330 page limit is changed from 30 to 80. The SF330 shall have a page limit of 80 pages, and it shall have a limit of 10 projects illustrating specialized experience.

6. There is a one inch margin requirement, however, the SF330 templates themselves have a ½ inch margin. May we the use the form as is (or recreate it exactly) or do you wish us to edit the template to comply with the one inch margin requirement? The SF330 template does not need to be edited. Any additional page added to the SF330 template shall reflect the 1-inch margin requirement.

7. The solicitation states that key positions “shall include registered and licensed personnel” for disciplines including Resident Engineering/Construction Management. What specific registration or licensing are you desiring for this position? A Certified Construction Manager (CCM) is an acceptable level of certification for the Resident Engineer/Construction Manager position.

8. If we would like to submit our qualifications in consideration for more than one location would you like completely separate responses for each location or is it sufficient that we have clearly identify on the cover page and cover letter what locations we are interested in being considered for? Page 6 Number 5. - Offerors, must indicate on their proposal, which of the above locations they are submitting for. There is no need to complete separate response.

9. Please consider including NAICS 541330. Per the broad selection of task assignments noted in the SOW, the requested services can be provided by SDVOSB firms with NAICS 541330 and including these firms would give a broader pool of firms to select from. 541310 – is the NAICS that will be utilized.

10. Are you looking to receive a minimum of 2 and a maximum of 3 resumes per each of the positions mentioned in the solicitation? “Project Managers, Quality Assurance Managers, Architects, Architectural Engineers, Structural Engineers, Electrical Engineers, Mechanical Engineers, Fire Protection Engineers, Environmental Engineers and Resident Engineering/Construction Management”. One resume per person, per position will suffice.

11. Do you want the resumes to be one page per or are you looking for ½ page? Each resume shall be on a page of it’s on. Do not place more than one resume on a page.

12. Do you plan to post all the questions you receive from interested vendors on FBO? Yes.

13. Depending on how you answer the page limit question, will Part IIs be included in the count? The solicitation now quotes that Part Is and Part IIs are included in the page limit. The SF330 page limit is changed from 30 to 80. The SF330 shall have a page limit of 80 pages, and it shall have a limit of 10 projects illustrating specialized experience.

14. Given these questions that effect strategy and approach, would you consider extending the deadline? No.

15. Please consider added Engineering NAICS 541330 to the current solicitation number #36C25719R0011. 541310 – is the NAICS that will be utilized.

16. Our office in Tulsa is currently within the required 200 mile radius. However, before this solicitation is awarded we are currently moving offices and will be 2 miles outside the required radius.

Will this 2 miles disqualify is from this solicitation and how will you determine the mileage? Thank you in advance for your assistance. If you are outside the 200 mile radius, you will be disqualified.

17. Please confirm the Response Date. Submittals must be received no later than 1400 (2:00 PM) Central Time, August 29, 2019.

18. The 30 page limit does not allow enough space to address all 8 evaluation criteria in a comprehensive manner.

Can you please increase the page limit to 80 pages, which is the same as what was allowed in the last VISN 17 solicitation in 2014? The SF330 page limit is changed from 30 to 80. 19. I am a 100% Service Disabled Veteran and the President and Owner of a recently-certified SDVOSB, with NAICS Code 541310. This question is regarding Solicitation #36C25719R0011, VISN17 Architect & Engineering (AE) IDIQ.

“In the solicitation there is a note which states, ‘In order to be eligible for award – Joint Ventures must be verified in the VA Vet Biz Vendor Information Pates (VIP) at the time that SF330s are due to VA.’ Could this verbiage be amended to reflect that a SDVSOB has initiated actions to establish a Joint Venture with another firm or firms by the Response Date for the solicitation, and that the Joint Venture must be verified in the VA VetBiz Vendor Information Pages (VIP) by the time of award? In other words, If both parties of a Joint Venture show intent of executing a JV agreement but the JV status is not fully verified by the SF330 submission deadline, will the VA consider recognizing the JV partnership if sufficient documentation is provided with the SF330 submission? If so, what documentation will the VA need to show sufficient intent of executing the JV partnership?” You must a certified SDVOSB at time of submission.

Below is my rationale for asking this question:

When I contacted the Office of Small and Disadvantaged Business Utilization Call Center they indicated the anticipated time for verification from the time of document submission is 90 days. That being the case, there is not the required amount of time between the Posting Date and the Response Date to receive verification, as it is roughly 30 days. This puts newly established SDVSOBs at a disadvantage when competing for this opportunity. In my situation, I was formerly a Vice President at an A-E design firm, and would be able to leverage several highly qualified firms, some of which are small business, to meet this requirement. However, the limited time between the solicitation posting and response has not enabled my firm to do so.

Additionally, as a new startup SDVSOB, the chances of winning the award of this contract in a traditional prime/subconsultant construct rather than a Joint Venture construct are small, even though both teams would be composed of the exact same parties with the exact same experience. My firm’s intent is to bring this team’s capabilities to bear on the project in either case, but in order to level the playing field with other teams I respectfully request.
