Questions and Answers for Medical Beds and Stretcher Maintenance
1. Who is the incumbent contractor?
Answer: There is no contract for these services.
2. What is the current contract number?
3. Has the contract run its contracted life (e.g. Base with four options)?
4. Can you please provide a list of parts replaced per hospital bed serviced under this contract for the past two contract periods?
Answer: There has not been a contract for this service. We do not have the data to provide a list of parts replaced per bed. However, we find that most of our issues are with the handrails and wheels.
5. Can you please list the locations and which hospital beds have required multiple repairs in the past two contract periods?
Answer: There has not been a contract for this service. There is no one location that has more required repairs than others. Audie L. Murphy (AMH) and Kerrville (KER) will have more repairs only because the volume is greater at these locations.
6. How many emergency repair calls have been requested over the past three contract periods? Can you please provide the locations where the emergency repair calls were made?
Answer: There has not been a contract for this service. Emergency service repairs have been procured in the past for Audie L. Murphy (AMH). They have averaged approximately two emergency service calls per year with no more than four beds needing service. If a service contract had been in place and the beds were properly maintained, we believe there should be no reason for an emergency request. Any beds that go out of service after hours are swapped out with overflow beds. At the time of placing the emergency calls, all overflow beds were in circulation.
7. We understand wearable parts such as gaskets, belts, etc. are to be provided by the contractor, however it is quite difficult to determine an estimated yearly cost for high cost parts such as motors, electronic circuit boards, etc. Would the government consider adding a Not to Exceed line item within the Schedule B – Price/Cost
Schedule for parts such as motors, electronic circuit boards, etc.? This can be a plug number that would eliminate the possibility of a competitor under estimating the costs associated with these types of parts.
Answer: Two additional Not to Exceed (NTE) line items have been included in the cost schedule for the base and all optional renewal periods.
8. In our experience, if the repairs of a hospital bed are over 50% of the cost of the bed then the bed typically capitalized. Can you please tell us what the standard is at the STVHCS for capitalizing a medical bed? Basically, when is it determined that the cost to repair a bed has gone past the point of diminishing return?
Answer: If the cost of the repairs exceeds 60% of the cost to replace the bed, then we will consider replacing the bed. If parts are no longer available to repair the bed, we will replace. Typically, we like to keep the beds for as long as we can before replacing.
9. Are the medical beds covered under this project programmed to the nurse call systems?
Answer: Yes, the beds are programmed to the nurse call system. If the repair is on the actual bed for the nurse call connection, that would be covered under this contract. Anything else, e.g. the cord or the wall connection, would not be covered under this contract.
