No more questions will be accepted.

Quotes must be received no later than Friday, June 14, 2019 at 10:00 a.m. CST. Email your quote to rastreva.upshaw@va.gov and victoria.rone3@va.gov. The subject line must specify 36C25719Q0618– Patient Escort Services. There will be no automated email notification of receipt of quotes. All quotes received without requested documentation will not be considered.

All other terms and conditions of the original solicitation remain the same.

PATIENT ESCORT SERVICES QUESTIONS AND ANSWERS

1. The performance work statement speaks to “Designated Entry Points (Pg. 15 of 97), how many designated entry points are anticipated for each location (Dallas, Bonham, FWOPC)?

Dallas – 3-4 ; FWOPC – 1; Bonham – 1-2 (they will need to assist in making this determination based on needs and patient volume needing assistance when in place)

2. There is a requirement for bonding for all escort staff. Please confirm this as a requirement.

Yes, it is a requirement. Bonding (Companies bond employees to protect against employee theft and dishonesty. Bonding provides the company with compensation in cases of property loss due to the acts of an employee. When employees have access to money or valuable property, bonding protects the organization.)

3. How many Staxi chairs/wheelchairs will be provided by government and made available to escort staff at each location (Dallas, Bonham, FWOPC)?

Dallas – 150; FWOPC- 30 ; Bonham- 20

4. Will the Staxi/Wheelchairs have asset tags? if so, will contractor have access to location system?

No

5. Is it expected that escort employees are classified as “Motor Vehicle Operator Grade 4” with compensation of$36, 456 as listed on Page 49 of 97?

Escort employees are to be paid according to the Wage and Determination applicable to that state/county in accordance with the Service Contract Act. Please visit the Wage and Determinations website for further details: https://www.wdol.gov/.

6. Are there any VA requirements (TRM, VISTA or Cerner) for a vendor independent wired or wireless ceiling mounted Infrared (IR) (455 KHZ), RF (433KHZ) or Wi-Fi Sensor system installation (in clinics only) at the VA to aide in patient transport?

Engineering has to approve all ceiling mounts Engineering Response: Contractor submit location to Engineering service for review prior to installation. Contractor shall submit an Infection Control Risk Assessment (ICRA). Contractor shall seal all ceiling and wall penetration with appropriate fire caulking.

7. Would there be an Intermediate Distribution Frame (IDF) closet (s) that the vendor could use to house its equipment?

Engineering Response: No, we currently do not have an Intermediate Distribution Frame (IDF) closet or closets.

8. Could the vendor have independently purchased internet access brought to its equipment in the IDF?

No. See number 7.

9. Is there connectivity (Copper or Fiber) between IDF closets at the VA that the vendor would have use of?

No, cannot share VA network .

10. Are there any (TRM, VISTA or Cerner) requirements or any other requirements when bringing in a standalone hardware\software system that will not utilize any OIT wired or wireless infrastructure?

Not from IT.

Engineering Response: We require a layout be submitted to engineering for approval. All wiring be place in cable tray or conduit. As-built drawing and specification be provided to Engineering.

11. Is there existing RTLS hardware in the clinics?

No

13. Could the Vendor run wire (through the drop-ceiling) from its equipment installed (ceiling mounted hardware) in clinic areas only; to its equipment in the IDF closet(s)?

Engineering Response: See responses to numbers 7 & 10.

14. What is the anticipated daily patient volumes at each location (Dallas, Fort Worth & Bonham)?

This is new process, cannot give an accurate number of potential volume based on previous needs.
