QUESTIONS AND ANSWERS
Question 1.
Under "Employee Class" all employees are currently listed under the code of wage 12010 - Ambulance Driver. That classification does not apply to all.
The following wage determination classes best fits all services requested and provided.
WAGE/FRINGE
12010 AMBULANCE DRIVER $15.56/$4.18
12040 EMERGENCY MEDICAL TECHNICIAN $15.56/$4.18
31310 TAXI DRIVER $11.69/$4.18
01041 CUSTOMER SERVICE REP $12.03/$4.18
01060 DISPATCHER $17.69/$4.18
Answer The section of the solicitation you’re referring to is located under Federal Acquisition Regulation (FAR) 52.212-5 where FAR 52.222-42, is incorporated by reference. We have unchecked this clause and have replaced it with the full text version. We removed the Ambulance driver category and replaced it with “Motor Vehicle Operator” as described by the U.S. Office of Personnel Management (OPM) Federal Wage System Job Grading Standard. Additionally, we have added Emergency Medical Technician, Customer Service Representative, and Dispatcher as suggested. We did not include Taxi Driver as all motor vehicle drivers are included under “Motor Vehicle Operator”. See the included full text clause with addenda.
The information provided in this clause is for informational purposes only and is not a wage determination. This is not an all-inclusive list, but a representative list of service employees expected to be employed under the contract. It is the contractor’s responsibility to determine the human capital required to execute the terms of the contract. Likewise, contractors are responsible for confirming with DOL that they are using the appropriate wage determination for the employees they use in the performance of this contract and it is the contractor’s responsibility to ensure employees are paid in accordance with the appropriate classification as determined by
DOL.
Question 2.
Is this a sole source solicitation or will multiple providers be awarded (assuming provider pool that meets technical requirements respond/exist)?
Answer No, this is not a sole source solicitation. This is a competitive Total Small Business Set-Aside solicitation where only one contractor will be awarded the resulting contract.
Question 3.
Is the current bridge expiring hence this new solicitation (#36C25719Q0589) or is the current provider not meeting the requirements of the current bridge?
Answer As prefaced in block 20 of the 1449 solicitation document, this is a short-term solution to bridge the current expiring contract.
Question 4.
Who is the current contractor for these services?
Answer The current service provider is Rapid Care.
Question 5.
Please clarify the required response time for transportation requests. PWS states 45 minutes (section 11.B) in one section and 30 minutes (section 13.B) in another.
Answer The response times located in sections 11.B and 13.B of the PWS are correct. The response times are based on the type of patient being transported. Section 13.B is specific to services for transplant recipients.
Question 6.
Understanding that services will be available 24/7, can you please provide peak time days and hours of transports?
Answer Peak times for all transport services are between 6 a.m. and 6 p.m. Monday through Friday although services shall be available 24-hours a day 7-days a week for the duration of the contract period.
Question 7.
Can you please provide the average number of daily transports per call type?
We average 73 wheelchair and 17 ambulance transports per day.
Question 8.
Can you please provide the average number of daily transports per hospital location (SA and Kerrville) so contractor can prepare to meet minimum response time?
Answer All transports do not originate from a VA hospital (SA and Kerrville). Transports may originate from the beneficiary’s home of record or any other facility providing service. We do no have the data for each possible location.
Question 9.
Is a housing area provided at each hospital location for ambulance crews?
No, each location does not have a housing area for ambulance crews.
Question 10.
Can you please provide the average number of daily transports within each regional location/county mandated in RFP so contractor can allocate resources to meet minimum response time?
Answer All transports do not originate from a VA hospital (SA and Kerrville). Transports may originate from the beneficiary’s home of record or any other facility providing service to that beneficiary.
We do not have the data for each possible location.
Additionally, this solicitation is a Request for Quotes (RFQ) and not a Request for Proposals
(RFP).

Addendum to FAR 52.222-42 STATEMENT OF EQUIVALENT RATES FOR
FEDERAL HIRES (MAY 2014)

END OF ADDENDUM
E.8 BASIS FOR AWARD
This is a competitive best value selection in which competing offerors' implementation plan/date, technical capability and past performance will be evaluated on a basis that is slightly more important than cost or price considerations. However, prices offered must still be determined to be fair and reasonable based on the requirement. By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to fully implement services on April 27, 2019 or meet the technical requirements as stated within the Performance Work Statement may result in an offer being determined technically unacceptable. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.
The evaluation process shall proceed as follows:
A. Initially, offerors shall be evaluated to ensure they are able to fully implement services on April 27, 2019. STVHCS averages approximately 90 special mode transports a day that include wheel chair vans, BLS, ALS, and Mobile Intensive Care Unit (MICU) that covers the STVHCS catchment area. Offerors shall submit an implementation plan which demonstrates the processes and procedures to ensure services begin on April 27, 2019. The Implementation Plan shall describe how the offeror intends to meet the required start date. Offers which do not demonstrate the ability to start services as described in this paragraph will be removed from further consideration.
B. Next, offers will be evaluated for technical capability to ensure they meet all solicitation requirements such as terms, conditions, representations and certifications, and any technical requirements found in the Performance Work Statement. Offerors not able to submit the information above shall be considered technically unacceptable and will be removed from further consideration.
C. Technically acceptable offerors shall have their past performance records evaluated using submitted past performance information included in the offeror’s quote. The contracting office may further evaluate relevant performance information on offerors, based on data independently obtained from other Government and/or commercial sources. Relevant performance includes performance of efforts involving special mode transportation services as listed in this requirement that are similar or greater in scope, magnitude and complexity than the effort described in this solicitation. The purpose of the past performance evaluation is to allow the Government to assess the offeror’s ability to perform the effort described in this RFQ, based on the offeror’s demonstrated present and past performance. The assessment process will result in a “High”, “Medium” or “Low” rating. Past performance regarding predecessor companies, key personnel who have relevant experience, or sub-contractors that will perform major or critical aspects of the requirement will not be rated as highly as past performance information for the principal offeror. Offerors with no relevant past or present performance history or the offeror’s performance record is so limited that no assessment rating can be reasonably assigned shall be given a “Low” rating and will not be rated as highly as offerors with more experience providing special mode transportation services. The Government reserves the right to give greater consideration to information on those contracts deemed most relevant to the effort described in this RFQ.
D. Finally, prices shall be evaluated, including any option prices if applicable. An offeror’s proposed prices will be determined by multiplying the quantities identified in the Price/Cost Schedule by the proposed unit price for each Contract Line Item Number or Subcontract Line Item Number to confirm the extended amount for each. The extended amounts will be added together to determine the total evaluated price. Price will then be evaluated for reasonableness and realism. Unrealistically high or low proposed costs or prices, initially or subsequently, may be grounds for eliminating an offeror from competition either on the basis that the offeror does not understand the requirement or has submitted an unrealistic offer. Additionally, unbalanced pricing poses an unacceptable risk to the Government and may be reason to reject an offer. The burden of proof for credibility of proposed costs/prices rests with the offeror.
E. Offers will then be evaluated to determine which offer represents the best value for the government taking into consideration the implementation plan/date, prices offered along with their technical acceptability and past performance with the non-cost factors being more important than price. Offerors are encouraged to clearly demonstrate in their quote how their approach provides a better value to the Government beyond that of the minimum requirements. Award shall be made to that offeror providing the overall best value.
F. Offerors are cautioned to submit sufficient information and in the format specified in the Instruction to Offerors section. Offerors may be asked to clarify certain aspects of their quote (for example, the relevance of past performance information) or respond to adverse past performance information to which the offeror has not previously had an opportunity to respond.
Adverse past performance is defined as past performance information that supports a less than satisfactory rating on any evaluation element or any unfavorable comments received from sources without a formal rating system. Communication conducted to resolve minor or clerical errors will not constitute discussions and the contracting office reserves the right to award a contract without the opportunity for quote revision.
G. The Government intends to award a contract without discussions with respective offerors.
The Government, however, reserves the right to conduct discussions if deemed in its best interest.
