· Does the VA want the Medical Director designated as a total of 0.5 FTE for the clinic or 0.5 FTE per PACT team?

· Can the contractor provide transcripts for the Nurse Practitioners upon award?

A. Yes

· For sub-factor B Management, experience, staffing, and transition plan, the government is requesting transcripts for nurse practitioner. It can take over 6 weeks to obtain this level of documentation from various undergrad and graduate programs. The timeline of the Solicitation effort issued by the Government makes this an impossibility logistically. Would the Government allow for the submission of official transcripts to be submitted with candidate credentialing packages post-award and/or in the context of discussions with offerors (instead of with the original proposal submission)?

A. it will be Mental Health, Social Work, PharmD, Dietitian, TCT that will be located on site. The exact job titles are unknown now and will change upon need of the patients thru the life of the contract. 1 TCT office, 1 SW office, 1 shared office, 4 MH offices.

· Will the VA provided staff require an office at the Sherman CBOC? If Yes, what type and size?

· Will the new contractor inherit the patient’s last vesting visit and be allowed to bill for one year from that date upon contract award?

· Can the procedure room be used as the Women’s health room or does the VA want separate women’s health room and procedure rooms?

A. Can be shared room if all standards are met in the one room.

· Can the government clarify if they will require both a “women-only” exam room and a “procedure room?” Can the procedure room be utilized as both a women’s exam room and procedure room, or would the government require both room types?

A. Can be a shared room but must meet all the standards.

· Per section 4.6.20.2.3.13- Does the VA require the contractor to have bathing/shower facilities at the CBOC?

A. No, not a requirement

· In section 4.7 it states that Space standards to meet PACT model found in the PACT design guide. Is the on-stage/off-stage design with the PACT Zone the only design the VA will accept?

· 4.6.13—"To ensure the availability of outreach and referral services to homeless veterans, all contractor sites must designate at least one outreach specialist, usually a clinical social worker, to provide services to homeless veterans.” Will the VA provide the “outreach specialist”?

· Does the VA require two courier trips per day, or will one trip be acceptable?

A. One is acceptable

· Is the VA providing the phones and phone system to the clinic?

A. No

· Who is responsible for the cost of the 10-day bridge medications?

A. the VA will be providing the 10-day supply.

· Will the government be doing site visits prior to award, if so, how much advance notice will be given?

· Please explain why the VA believes the enrollment at the clinic will increase at the rate the CLINs project.

A. Due to the current utilization of the clinic by Veterans, and the market penetration numbers.

· With regard to IT, how many drops are to be included on each faceplate?

A. 4

· Is the IT closet listed in paragraph 4.7.5 different from the Data Room listed in paragraph 4.7.11.0.11? Does the VA want both rooms? Which room does the VA want if not both?

A. The IT closest is the mandated room. Contractor must meet all the standards.

This will give us adequate time to obtain required documentation, develop clinical designs, and recruit the staffing / teamlete requirements.

A. The Solicitation will be extended for whatever time is fair and reasonable.

A. This question cannot be answered - don’t understand what is being asked.
