Question: In the Performance Work Statement (PWS) for Psychiatrist (Locum Tenens) at Amarillo VA Health Care System, (Vendor’s Name) is defined as the “Contractor.” The parties agree that (Vendor’s Name) as the “Contractor” is not providing medical services and is not licensed to provide medical services. The parties agree that (Vendor’s Name), as the “Contractor” will be providing staffing services, only.

Answer: Yes, administrative, staff services only will be provided by the presenting vendor (firm). However, presenting firms are encouraged to provide information supporting a quality control approach as specified within the subject RFQ /under: VAAR 852.273-73 – Evaluation – Health Care Sources (Jan 2003). Additionally, the following clarification is provided:

1. Question: Is the language in Section 4.4.2.5.2 a typo, as it states that “Contractor” should be able to prescribe medications. Did it mean to state “contract physicians” instead of “Contractor”.

Answer: Yes, this refers to the physician.

1. Question: Is the language in Section 4.5.3.1.1 a typo, as it states that “Contractor” will participate in scheduled meetings and complete 2 peer review records per month. Did it mean to state “contract physicians” instead of “Contractor” Answer: Yes, this refers to the physician.

1. Question: Is there is a typo in Section 4.5.1.1, as it references the Contractor’s conduct, instead of the physicians’ conduct.

Answer: Yes, this refers to the physician.

1. Question: Is there is a typo in Section 4.5.1.1.1, as it references patient complaints about Contractors, instead of about physicians.

Answer: Patient complaints pertain to the physician.

1. Question: There are several places in the contract where the reference is to “Contractor” instead of “physicians” or “psychiatrists”. Our firm needs to confirm that wherever there are references to medical or health care services, the intention is for the physicians or psychiatrists to complete those items/obligations.

Answer: Yes, medical and health care services are inherent duties of the physician.

1. Note: Physician, Psychiatrist and Locum (or Locum Tenens) are used interchangeably.
