SECTION E - SOLICITATION PROVISIONS
E.1 52.212-2 EVALUATION—COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Price Past Performance Technical
Technical and past performance, when combined, are approximately equal to cost or price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
Evaluation Plan:
1. Basis for Award: Award will be made to the Lowest Price Technically Acceptable (LPTA) responsive and responsible contractor. To receive consideration for award, a rating of Acceptable must be achieved for the non-price factors.
1. Factors to be Evaluated:
1. Past Performance (non-price factor)
1. Three references from comparable contracts performed within the past three years
1. Technical (non-price factor)
1. Safety. Contractor must provide evidence that all blood and blood products must meet or exceed all AABB and FDA standards.
1. STAT deliveries. Contractor must demonstrate that they are able to meet a minimum of 2-hour turnaround times on STAT deliveries.
1. Contractor must provide a contingency plan and identify procedures taken when there are shortages on blood.
1. Price
C. Evaluation Approach: All proposals will be subject to evaluation by a technical evaluation team member familiar with the requirements of the solicitation. The Government intends to award without discussions based upon the initial evaluation of the proposals.
All contractors are advised that, in the interest of efficiency, the Government reserves the right to conduct the evaluation in the most effective manner. Specifically, the Government will first evaluate the total proposed price of the base term and four-one year option periods. Thereafter, the Government will evaluate the non-price factors of the lowest quote for that item. If the lowest priced contractor’s proposal is determined to be rated as Acceptable, the Government may make award to that contractor without further evaluation of the remaining proposals. If the lowest price proposal is determined to be rated Unacceptable, then the Government may evaluate the next lowest price proposal, and so forth and so on, until the Government reaches the lowest price proposal that is determined to be rated as Acceptable.
