1. The RFQ does not state exactly under which FAR, this acquisition for commercial items is being competed.

Answer: This is a commercial item acquisition in accordance with FAR 12 (Commercial Items) and FAR 13 (Simplified Acquisition Procedures).

2. The RFQ does not state what type of evaluation method will be used to evaluate the Offeror’s Quote including option years.

Answer: Page 42 Paragraph E.11 subparagraph (a) states “ The Government will award a contract on the basis of the lowest priced, technically acceptable. The vendor will be subject to a site visit prior to award. The vendor must pass the site visit in accordance with the checklist in section D in order to be further considered for award. If the first offeror does not pass the inspection the next offer will be considered and so on and so forth.”

3. The RFQ does not give detailed instruction on what additional criteria or factors will be used to provide all offeror’s Fair Opportunity in determination the contract award.

Answer: The lowest priced offer will be considered first and subject to an inspection. Please see answer to number 2 above.

4. The RFQ does not state whether or not this is a single or multiple award contract opportunity.

Answer: This will be a single award contract.

5. If I am a CVE certified SDVOSB Prime contractor exactly where on the SF 1449 form do I indicate my SDVOSB status and input my Subcontracting firm’s business information, so that I receive credit as a SDVOSB for participation under the Veterans First Contracting Program.

Answer: This is not a set aside requirement. You may list your status under the reps and certs area in section E when you submit your price quote. You may send an attachment with your subcontractors information. You must perform at least 51% of the work of the contract. If you receive award your information will be reported with the award into the federal procurement database system.

6. The RFQ does not indicate disclosure of the significant factors and sub factors, including cost or price that the agency expects to consider in evaluating proposals and their relative importance.

Answer: This is a request for quote using FAR 13 procedures. This is not a proposal under FAR 15. Price is the lead factor. The lowest priced offeror will then be subject to an inspection. The sheets of what will be inspected at the vendors facility are in section D and attached to the solicitation.

7. How soon after the offeror’s RFQ submission on November 24, 2017 will an Award decision be made?

Answer: Award and commencement of the contract will be made by 1/1/18. The inspections will be made by the team no later than December 15th. Once quotes are received the lowest offeror will be notified and the team will be scheduled to complete the inspections at the vendors site. The date of the inspections will be mutually agreed upon by both parties.

8. The RFQ does not clearly indicate on what date the contract is scheduled to commence.

Answer: Page 5 Section B.2 Schedule of Services – Base Year 01/01/2018 – 12/31/2018.

9. In review of the proposed RFQ, the current response due date of November 24, 2017 appears to be a bit haste; much of this having to do with the fact that the 11/24/17 due date is considered a Holiday and most persons will celebrate the actual “Thanksgiving” Holiday on 11/23, thus making both dates of 11/23-24 VOID. Furthermore, the shortened period only allows the prospective Offeror less than thirty (30) days and twelve (12) business to respond to this solicitation. Therefore, in the theme of competitive “fairness” I am asking that you extend the RFQ response due date to Wednesday, December 06, 2017, in order to allow for a reasonable amount of time for ALL interested bidders to respond to this solicitation.

Answer: The due date will remain as indicated on page one of the RFQ 11/24/17 at 4:30 PM CST. In accordance with FAR 12.603 Streamlined Solicitation for Commercial Items and FAR 5.203 and FAR 13.105 the amount of days is allowable and reasonable. I am unfortunately unable to extend the dates based on government need.

10. I would like instruction on where to include my Subcontractor’s information on the form SF 1449 for this transitional housing acquisition? Also, how will my firm receive credit as a SDVOSB firm in participation with the Veterans First in Contracting Program initiative.

Answer: See #5 above.
