About this file

This is a Justification and Approval (J&A) document for a sole source award under the Department of Veterans Affairs' Service-Disabled Veteran-Owned Small Business (SDVOSB) authority. The South Texas Veterans Health Care System (STVHCS) at Audie Murphy VA Medical Center in San Antonio, Texas requires acquisition and installation of a ScriptPro SP-200 robotic prescription medication dispensing system for its Outpatient Satellite Pharmacy. The fully integrated system includes robotic dispensing units, Enterprise 2000 Platform, pharmacy workstations, workflow management software, printers, remote access software, electronic signature devices, KVM terminal emulation setup, hyperconverged infrastructure licensing, security endpoints, and technical support services. The procurement is structured as a new firm-fixed price contract with an estimated total value that is redacted in the document.

The contracting officer, Shannon J. Hodgson of VA Network Contracting Office 17, justified the sole source award under 41 USC §3304(a)(5) and 38 U.S. Code §8127(c), invoking VAAR 819.7008 authority for SDVOSB awards up to $5 million. Market research conducted from July to August 2026 using GSA, SAM.gov, NAC, VA Supply Chain Master Catalog, and SBA databases identified Veterans Healthcare Supply Solutions (VHSS), located at 2615 Port Industrial Drive, Jacksonville, Florida, as the sole authorized SDVOSB reseller of ScriptPro equipment. The research confirmed ScriptPro as the Original Equipment Manufacturer with VHSS as its exclusive authorized distributor per an OEM letter dated January 2, 2026. VHSS meets VAAR 819.7003 eligibility criteria as a certified SDVOSB. The contracting officer determined the anticipated cost would be fair and reasonable through comparison to GSA pricelists and previous VA contracts. The J&A received approvals from the Branch Chief, Director of Contracting, and VHA Regional Procurement Office Head of Contracting Activity between August 24-27, 2026.

4. Statutory Authority Permitting Other than Full and Open Competition: 41 USC

§3304(a)(5), 38 U.S. Code § 8127(c), as implemented by RFO 6.103-5 (Authorized or Required by Statute). COs may use the non-competitive (sole source) procedures authorized in VAAR 819.7008 (DEVIATION) or VAAR 819.7009 (DEVIATION)- up to $5,000,000.

Check the specific VAAR clause used below:

(X) 819.7008 Sole source awards to a certified service-disabled veteran-owned small business; or ( ) 819.7009 Sole source awards to a certified veteran-owned small business

5. Demonstration that the Contractor’s Unique Qualifications and/or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):

This authority allows sole source awards to an SDVOSB based on 38 U.S.C. 8127(c) and the SDVOSB concern has been determined to be a responsible source with respect to performance. The vendor meets eligibility requirements in 819.7003 (DEVIATION).

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable, including whether a notice was or will be publicized as required by RFO 6.301 and, if not, which exemption under RFO 5.101(b)(1) applies:

8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: Market research was conducted from July to August 2026. The research included a review of vendor information and prior VA contract 36C25721P1277, along with discussions with the Original Equipment Manufacturer (OEM), ScriptPro. Additional market research was performed utilizing General Services Administration (GSA), System for Award Management (SAM.gov), National Acquisition Center (NAC), Veterans Affairs Supply Chain Master Catalog (SCMC), and Small Business Administration (SBA) / VetCert databases. All results found led to the OEM’s GSA contract, 36F79719D0135. The searches were performed using North American Industry Classification System (NAICS) Code 339112, which aligns with Surgical and Medical Instrument Manufacturing, and Product Service Code (PSC) 6515 which aligns with Medical and Surgical Instruments, Equipment, and Supplies.

This research, combined with prior VA market research, confirmed that ScriptPro partners with a sole authorized distributor capable of providing the required equipment. This is documented in the OEM’s authorized distributor letter dated 01/02/2026, identifying Veterans Healthcare Supply Solutions (VHSS) as the sole authorized reseller. The chosen vendor, Veterans Healthcare Supply Solutions (VHSS), is an authorized Service-Disabled Veteran-Owned Small Business (SDVOSB) reseller of the requested items. VHSS meets the eligibility criteria outlined in VAAR 819.7003 (DEVIATION): they are certified at the SBA Small Business Search (SBS) site: SBA Small Business Search; and the acquisition is below the $5 million threshold.

Based on all available data, no other responsible sources or compatible alternatives were identified. The market research confirms that ScriptPro and VHSS are the only sources capable of meeting the Government’s requirement.
