About this file

This is a Draft Statement of Work (SOW) for Kitchen Fire Protection services at the John L. McClellan Memorial Veterans Hospital and Fort Roots facilities in Little Rock, Arkansas, operated by the Central Arkansas Veterans Healthcare System (CAVHS).

The contractor shall provide comprehensive fire protection maintenance services across three primary categories: commercial hood and fan cleaning, kitchen fire suppression system inspection and servicing, and portable fire extinguisher maintenance. For grease hoods, semiannual cleaning is required at Buildings 211 and JLM Dietetics, while quarterly cleaning is mandated at Buildings 170-N, 202-N, and JLM Canteen, with all work complying to NFPA 96 standards. Kitchen fire suppression systems—including wet chemical systems, nozzles, piping, detection lines, manual pull stations, control heads, and alarm interfaces—must be inspected, serviced, and tested every six months per NFPA 17A and manufacturer guidelines. Portable fire extinguishers (ABC, CO2, Class D, Class K, Halotron, and H2O types) totaling over 1,000 units across three facility locations require inspection, hydrostatic testing per NFPA 10, and maintenance as needed, with pick-up and drop-off services provided at the NLR VA Fire Department.

The contract period consists of a base year plus four one-year ordering periods. Work on grease hoods must occur Monday through Friday between 7 p.m. and 12 a.m., coordinated with facility supervisors, while kitchen suppression system work occurs during normal business hours (8:00 a.m. to 4:30 p.m.) with possible after-hours scheduling. Contractor personnel must be trained and certified in NFPA 96 and IKECA standards; possess non-PIV badges requiring fingerprinting and Special Agreement Check background screening; and comply with confidentiality, records management, and privacy requirements. The Government will provide facility access, utilities, and escorted tours as needed. Payment is invoiced upon completion and acceptance of services. Site visits will be scheduled during the solicitation phase at two CAVHS locations in Little Rock and North Little Rock, Arkansas.
