About this file
This is a Special Notice documenting the cancellation of an open-market solicitation for surgical instrument repair services. The Department of Veterans Affairs, Gulf Coast Veterans Healthcare System Network Contracting Office 16 (located in Biloxi, MS 39531) has cancelled Solicitation Number 36C25627Q0004, effective August 20, 2026. The original response deadline was August 21, 2026, at 12:00 PM Central Time. No offers submitted prior to this cancellation notice will be evaluated.
The cancellation was issued following updated market research confirming that surgical instrument repair services are available through the General Services Administration (GSA) Federal Supply Schedule (FSS) with multiple qualified contractors. In accordance with FAR Part 8 mandatory source requirements and VA policy, the Department will redirect this acquisition to the FSS. The requirement will be set aside at the order level for competition among Service-Disabled Veteran-Owned Small Business (SDVOSB) schedule contractors, consistent with the VA Veterans First Contracting Program and the VA Rule of Two, provided fair and reasonable pricing is achievable. A new Request for Quotation (RFQ) will be issued through GSA eBuy or another appropriate FSS ordering channel under FAR Subpart 8.405. Interested vendors must hold an active FSS contract and monitor the selected GSA portal for the upcoming RFQ. The Point of Contact is Angela Kennedy, Contract Specialist, at angela.kennedy2@va.gov.

DESCRIPTION
NOTICE OF CANCELLATION OF SOLICITATION
Department of Veterans Affairs, Network Contracting Office 16
Reference: Solicitation No. 36C25627Q0004; Title: Surgical Instrument Repair Services; NAICS: 811210; PSC: 6515 Cancellation Effective Date: 20 August 2026 Original Response Due Date/Time: 21 August 2026, 12PM CT The Department of Veterans Affairs hereby cancels the above-referenced open-market solicitation. This action is taken following updated market research confirming that the required surgical instrument repair services are available through the General Services Administration (GSA) Federal Supply Schedule (FSS), with multiple schedule contractors capable of meeting the Government’s needs.
Consistent with Federal Acquisition Regulation (FAR) Part 8 priority for use of mandatory sources and VA policy, the Department will satisfy this requirement via the FSS. Pursuant to the VA Veterans First Contracting Program and the VA Rule of Two, the requirement will be set aside and competed among qualified Service-Disabled Veteran-Owned Small Business (SDVOSB) schedule contractors at the order level, provided there is a reasonable expectation of receiving offers at fair and reasonable prices.
Accordingly, no offers will be accepted under the cancelled solicitation. Any offers received prior to this notice will not be evaluated. A new Request for Quotation (RFQ) will be issued via the appropriate FSS ordering channel (e.g., GSA eBuy) to conduct the acquisition in accordance with FAR Subpart 8.405 and applicable VA policy.
This cancellation is made in the best interest of the Government to comply with required-source rules and to promote competition among eligible schedule contractors.
Vendors interested in participating should ensure they hold an applicable FSS contract and monitor the Government’s chosen FSS portal for the forthcoming RFQ. The Government will not respond to inquiries regarding the cancelled open-market solicitation.
