About this file
This is a Notice of Intent to Award Sole Source for diagnostic medical equipment procurement by the Department of Veterans Affairs Network Contracting Office 16 in support of Overton Brooks VA Medical Center in Shreveport, Louisiana. The government intends to sole-source award a firm-fixed-price task order to E3 Diagnostics, Inc. (Large Business, Arlington Heights, Illinois) against the existing National VA Contract IDIQ 36C10X25D0005 (awarded by the Strategic Acquisition Center). The solicitation number is 36C25626Q1352, with a response deadline of September 24, 2026 at 10:00 a.m. Central Time and an anticipated award date of October 1, 2026.
The Audiology & Speech Pathology Service requires two integrated diagnostic systems to replace legacy equipment: the Interacoustics Eclipse EP25 for comprehensive evoked potential testing (ABR, ECoG, MLR, LLR, MMN, P300, ASSR, and VEMP with EMG monitoring) and the Micromedical/Interacoustics VE525 3rd Generation VNG system for vestibular testing (gaze, saccade, pursuit, OPK, Dix Hallpike, positional, caloric, and saccadometry tests) with binocular USB video goggles, RF remote, room camera/mic, and Air Fx caloric irrigator. The contractor must provide all labor, equipment, materials, installation, configuration, calibration, data integration, verification and validation, training, documentation, and warranty support, with native integration to the OtoAccess database for clinical records management. The brand-name-only requirement is justified by the unique multimodality capabilities and OtoAccess compatibility of these specific platforms. The Statement of Work specifies a 30-day period of performance from delivery and site readiness, with all systems to be fully installed, configured, and staff trained on-site at 510 E. Stoner Ave, Shreveport, Louisiana. This is not a competitive solicitation; interested parties may submit a letter of interest with clear and convincing evidence of competition advantages within four calendar days via email to Contracting Officer LeKisha Douglas at LeKisha.Douglas@va.gov.
