B.3 STATEMENT OF WORK
Department of Veterans Affairs Pathology & Laboratory Medicine Service (P&LMS)
G.V(Sonny) Montgomery VAMC 1500 E Woodrow Wilson Av Jackson MS 39216
Alba Brand — Tube Blood Bank Reagents (Brand‑Name Only; No Substitutions)
1. PURPOSE
Provide Alba Brand tube‑method blood bank reagents in support of transfusion medicine testing (type and screen, antibody identification, crossmatches) at G.V. (Sonny) Montgomery VAMC.
This requirement is BRAND‑NAME ONLY to ensure continuity with the facility’s validated backup/supplemental tube method and associated SOPs. No “or equal” products or substitutions are permitted. Physicians rely on the accuracy and timeliness of these tests to administer potentially lifesaving treatments through blood and other blood products.
2. BRAND-NAME ONLY REQUIREMENT
This acquisition is restricted to Alba brand reagents. No equivalent or alternate products will be accepted. The restriction is necessary to:
1. Maintain continuity with the laboratory’s validated tube testing process and SOPs;
alternate reagents would require full method revalidation and correlation prior to patient use, causing unacceptable risk and delay in transfusion support.
2. Preserve established quality controls (QC kit, IgG-sensitized cells, and C3-coated cells) and performance characteristics specific to Alba reagent panels as used by the facility.
3. Ensure compliance with 21 CFR Part 660 Subpart D (Reagent Red Blood Cells) and accreditation standards (AABB, CLIA, CAP, FDA) under the facility’s validated method and documentation set.
3. SCOPE
1. The Contractor shall provide ONLY the Alba brand reagents listed in Deliverables; no substitutes or “or equal” items are permitted.
2. Products shall be supplied directly by Alba or an Alba‑authorized distributor; the offeror shall furnish current written authorization from Alba with its offer and upon request during performance.

4. Expiration dates shall be clearly marked on all reagent containers.
5. Unexpected changes in methodology/technology shall be at the expense of the contractor.
6. The contractor shall state the open date stability for the reagents for both room temperature and refrigeration.
7. The contractor shall package reagents in such a manner as to ensure the integrity of the reagents during transport.

9. The contractor shall supply all package inserts, Safety Data Sheets, and other relevant information for their proposed reagents.
10. The contractor shall inform each COR of any reagent recalls or bulletins due to product unavailability due to manufacturing issues.
11. Alert/Notifications of any delays in shipment as well as any or all technical advisory/recall/alerts, prior to or simultaneously with filed alerts shall be forwarded to each contracting officer.
12. The contractor shall provide their plan for product availability if supplies/products become scarce or unavailable.
13. Vendor shall provide a VA acceptable itemized bill for all items shipped for payment with each shipment.
14. Payments shall be made in arrears.
15. Reagent identity, formulation, labeling, and package inserts shall match Alba OEM documentation for the specific reagent lots supplied.
16. Open‑date stability claims (room temperature and refrigerated) shall be those stated in Alba package inserts; any deviation is non‑conforming.
17. IgG‑sensitized cells and C3‑coated cells shall be Alba brand and traceable to Alba lot records for QC.

The Government will send a cure notice to the Contractor, unless the reason for the termination is late delivery. In the event of termination for cause, the Government shall not be liable to the Contractor for any amount for supplies or services not accepted, and the Contractor shall be liable to the Government for any and all rights and remedies provided by law. If it is determined that the Government improperly terminated this contract for default, such termination shall be deemed a termination for convenience.
