About this file

This is a solicitation document for the procurement of a Toolcat UW56 Utility Work Vehicle for the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 16 (VISN 16). The solicitation number is 36C25626Q1272 and relates to requirement 4910. The document seeks a single piece of equipment: a Toolcat UW56 Utility Work Vehicle, which is a specialized utility vehicle designed for various maintenance and operational tasks at VA facilities.

The solicitation is issued by the VA's Veterans Integrated Service Network 16, indicating this is a regional procurement to support the health administration's operational needs. While specific pricing terms, response deadlines, and award dates are not detailed in the available information, this represents a direct goods procurement rather than a services contract. Potential contractors should note that this is a named equipment specification (Toolcat UW56), suggesting the government has identified a particular model or equivalent as meeting its operational requirements for utility work vehicle needs across VISN 16 facilities.

X X X X The purpose of this amendment is to answer all questions formed from the solicitation. See continuation page.

TBD

Contracting Officer Question 1 – Winch Requirement Section B.2, paragraph 6.1 requires the 1–2 hour operator orientation to include “winch operation.” However, a winch does not appear in the salient characteristics or as a separate item in the pricing sheet.

Please confirm whether a winch is required for equipment on the UW56 vehicles. If so, please confirm the required quantity and any specifications.

The training provision containing the winch reference appears at Section B.2.6.1.

No winch is required for either UW56. The reference to “winch operation” in Section B.2.6.1 was included in error. No winch or winch-operation training is required.

Question 2 – High-Flow Hydraulic Configuration CLIN 0002 requires one High-Flow Chipper, P/N 7117662, while the UW56 salient characteristics identify auxiliary hydraulics and variable flow but do not expressly state that the vehicles must be equipped with Bobcat's high-flow hydraulic option/package.

Please confirm whether high-flow auxiliary hydraulics are required on either or both two UW56 vehicles, and if only one is required, whether the offeror may configure one UW56 with high-flow hydraulics and the second without that option.

The vehicle and chipper requirements appear in the equipment schedule.

Both UW56 vehicles shall be equipped with high-flow auxiliary hydraulics. Equipping both vehicles with high-flow capability provides operational flexibility and allows either UW56 to operate the high-flow chipper without requiring Grounds staff to identify or reserve a specific vehicle for that attachment.

Question 3 – Quantity of 130cc Motor Packages CLIN 0003 requires one M7047 Snow Blower, while CLIN 0004 requires two M7047-R01-CO3 130cc Motor Packages.

Please confirm that the quantity of two 130cc motor packages is intentional and clarify whether motor package is intended for each UW56 or whether both are associated with the single M7047 snow blower.

The quantity of two (2) M7047-R01-C03 130cc Motor Packages is intentional. The 130cc motor package is the configuration identified in the Bobcat equipment quote used in developing the requirement. Two motor packages are required to provide operational flexibility between the two UW56 vehicles and to support future expansion of the Government’s snow-removal capability should an additional compatible snow blower be acquired.

Question 4 – Superseded/Current OEM Part Numbers If any of the solicitation-listed attachment or package part numbers have been superseded or replaced by the manufacturer, will the Government accept the manufacturer's current replacement part number provided that the offeror supplies documentation demonstrating that the current item meets or exceeds the stated requirement?

Yes. The Government will accept a current OEM replacement or superseding part number when a solicitation-listed part number has been officially superseded or replaced by the manufacturer. The offeror should provide OEM/manufacturer documentation identifying the replacement and demonstrating that the proposed item meets or exceeds all applicable specifications, performance requirements, and compatibility requirements of the solicitation.

Final technical acceptability of any proposed replacement item will be determined by the Government during evaluation.

Question 5 – 12-Month Service Plan Section B.2.2.1 requires the UW56 or equivalent vehicle to include a 12-month service plan, but the required scope of that service plan is not otherwise defined.

Please clarify the minimum required service-plan coverage, including whether the Government expects:

Need confirmation whether a manufacturer-authorized dealer service plan is acceptable.

The intent of the 12-month service plan is to provide manufacturer-recommended scheduled preventive maintenance for both UW56 vehicles during the first 12 months to promote proper maintenance and equipment longevity.

The service plan shall include the labor and normal maintenance parts/consumables necessary to perform the manufacturer-recommended scheduled preventive maintenance. A manufacturer-authorized dealer service plan is acceptable. There is no requirement for the preventive maintenance to be performed on-site, provided the required scheduled preventive maintenance is furnished under the service plan at no additional cost to the Government.

This service-plan requirement is separate from the warranty requirement stated in the salient characteristics.

Question 6 – Factory Training Requirement Section B.2.6.1 requires “factory training” for the maintenance, repair, and operation of at least one VA employee and requires the offeror to provide training dates and location with the proposal.

Please confirm whether factory-authorized training conducted by an authorized Bobcat dealer or factory-certified trainer satisfies this requirement, or whether the VA employee must attend training at an OEM/factory training facility.

If travel to a factory training facility is required, please confirm whether the contractor should include the VA employee's travel, lodging, and related expenses in CLIN 0005 – Training.

Factory-authorized training conducted by an authorized Bobcat dealer or factory-certified trainer is acceptable and satisfies the factory-training requirement. The VA employee is not required to attend training at an OEM/factory facility.

Therefore, VA employee travel, lodging, and related expenses associated with attendance at an OEM factory facility are not required under CLIN 0005. The training must address the maintenance, repair, and operation of the equipment as required by the SOW. The contractor should continue to provide the proposed training dates and location with its quotation.

Question 7 – Required VAAR certification – 852.219-75 vs. 852.219-76 However, Section C of the solicitation contains VAAR 852.219-76, VA Notice of Limitations on Subcontracting—Certificate of Compliance for Supplies and Products, including the certification to be completed by the offeror.

Please confirm which clause/certification the Government requires the offeror to complete and return with the quotation: VAAR 852.219-75, VAAR 852.219-76, or both.

Only 852.219-76

Question 8 – Nonmanufacturer Rule / manufacturer requirement Because this acquisition is for supplies/products and is set aside for a certified SDVOSB, please confirm whether the Nonmanufacturer Rule applies to the equipment included in this solicitation and whether an SBA waiver—class or individual—applies to any of the specified Bobcat/Toolcat products.

This clarification is requested because the solicitation's supplies/products certification address the nonmanufacturer requirement and the requirement to supply the end item of a domestic small-business manufacturer unless an applicable SBA waiver has been granted.

Does not apply.

Question 9 – Delivery Requirement Section B.2 states that the equipment is needed “immediately” and shall be delivered “as soon as possible,” but we do not see a specific maximum delivery period.

Please confirm whether there is a specific maximum acceptable delivery period after receipt of order (ARO) that an offeror must meet to be considered technically acceptable, or whether the Government will evaluate the offeror's proposed delivery timeline comparatively.

The Government requires delivery of the equipment between sixty (60) to one hundred and twenty (120) calendar days after receipt of order (ARO). The 60-calendar-day maximum delivery period is necessary to support Grounds Department operations and anticipated winter weather requirements.

Offerors should provide their proposed delivery timeline with their quotation, and the proposed delivery timeline ARO.
