About this file

This is an Amendment to a Previous Combined Solicitation containing Contractor Questions and Responses for a Drivers Rehabilitation Van procurement.

The solicitation (36C25626Q1244) is issued by the Department of Veterans Affairs, Gulf Coast Veterans Health Care System, Network Contracting Office 16, with a response deadline of August 28, 2026, at 1600 Eastern Time. The contracting officer is C. Robert Oravetz (christopher.oravetz@va.gov). The place of performance is the Central Arkansas Veterans Health Care System (CAVHCS), Physical Medicine & Rehabilitation Equipment Department, 2200 Fort Roots Drive, North Little Rock, Arkansas 72114-1706. The solicitation is unrestricted and open to all contractors. The product service code is 2320 (Motor Vehicles, Trailers, and Cycles) and NAICS code is 336211.

The amendment clarifies eight key contractor questions regarding vehicle specifications, certifications, delivery, and equipment requirements. The government confirmed that the vehicle must be similar in size to a full-sized van, with the 2026 Chrysler Pacifica and 2026 Chrysler Voyager (when properly converted) meeting requirements. Contractors must provide proof of active membership in NMEDA (National Mobility Equipment Dealer's Association) and ADED (The Association for Driver Rehabilitation Specialists) through screenshots or documentation. The suggested delivery window is 45 days after receipt of order with flexibility available. The contractor must provide the vehicle's title showing government ownership; registration and license plates remain the government's responsibility. No contractor-provided training is required, nor is formal road testing needed beyond basic operational verification. Standard manufacturer warranty is a minimum of one year. The vehicle is classified as a test/evaluation tool, requiring all salient characteristics and specifications listed in Section 4 of the Statement of Work to be provided, including all steering devices and adaptive equipment, even where functions overlap.

Contractor Question Government Response

1 / Section 4

Section 4 of the Statement of Work describes the required vehicle as a “new full-sized van,” while the suggested vehicles are the 2026 Chrysler Pacifica and 2026 Chrysler Voyager. Could you please clarify the intended vehicle classification and confirm whether a properly converted Pacifica or Voyager would satisfy this requirement?

Even though a van was listed in the acquisition title there is no specific vehicle classification. Vehicle must be similar in size to a full-sized van. The suggested vehicles, 2026 Chrysler Pacifica and 2026 Chrysler Voyager (when properly converted and containing all needed salient characteristics/specifications) would meet the government’s requirements.

2 / Section 3

Section 3 states that the contractor must meet NMEDA requirements and be recognized by ADED. Could you please identify the specific NMEDA and ADED certifications, memberships, or supporting documentation that should be submitted with the quotation?

No specific documents were specified in the solicitation for submittal. Contractor shall provide proof that they are an active member of and/or registered to/thru the following entities: NMEDA (National Mobility Equipment Dealer’s Association) and ADED (The Association for Driver Rehabilitation Specialists).

Screenshots and/or other documentation showing confirmation will be sufficient.

3 / None We were unable to locate a required delivery date or delivery period in the solicitation. Could you please confirm the number of calendar days permitted for delivery following contract award?

Rehabilitative (specialty) vehicle is needed at the earliest available date by the facility. Suggested ARO (After Receipt of Order) delivery time window is 45 days with flexibility available if this time window is not possible.

4 / None Could you please confirm whether the contractor will be responsible for providing the vehicle’s title, registration, license plates, and other applicable vehicle documentation at delivery?

At a minimum the contractor would be responsible for providing the vehicle’s title showing proof of ownership of the vehicle by the government. Registration, license plates, and other documentation would be the government’s responsibility. If needed from the contractor by the government at a later time the final agreement would be modified to incorporate these additional requirements with such costs borne by the government.

5 / None Will the contractor be expected to provide on-site orientation or training for VA personnel on the adaptive driving systems, instructor controls, transfer seating, wheelchair securement, and evaluator equipment?

No. There is no requirement by the contractor to provide training. Training is handled by government personnel on site.

6 / None Could you please provide guidance on the delivery inspection and acceptance process, including whether the completed vehicle will require an on-site road test, operational demonstration, or other acceptance testing?

Upon delivery and receipt of vehicle (and prior to acceptance by the government) the vehicle will be tested (driven) to ensure basic operation of vehicle and to ensure that all adaptive components are in working order. There is no formal road test, operational demonstration, or other acceptance testing that is needed. Government personnel are familiar with the use & operation of these vehicles.

7 / Section 6

Section 6 requires a standard manufacturer warranty but does not specify a minimum warranty period.

Could you please confirm the required warranty duration for the base vehicle, mobility conversion, adaptive driving equipment, and installation labor?

Standard manufacturer warranty is generally one (1) year across this industry. Given this information a one (1) year, minimum warranty is the expectation for this acquisition.

8/ None The equipment list contains multiple steering devices and similar accessories, including palm grips, tri-pin spinners, amputee rings, spinner knobs, and airbag shunts. Could you please confirm whether one of every separately listed item must be provided, including items that appear to perform similar functions, or whether some are intended as alternative configurations?

All salient characteristics/specifications listed in the Section 4, Statement of Work must be provided. The specialty vehicle being purchased is a test/evaluation vehicle which is used as a tool to determine which features & attributes are needed to accommodate veterans with special medical needs. So this vehicle must have all attributes, features, characteristics etc. to perform this mission even though there are crossovers/similarities.
