The purpose of this amendment is to incorporate industry questions 1 through 7, and the Government's responses, listed herein.

The offer due date and time remain unchanged.

All other terms and conditions remain unchanged.

Industry Questions and Government Answers, 1 through 7

1. Quantity: Section B.2 and the delivery schedule require two (2) towers, while the Statement of Work scope states that the contractor shall provide one (1) integrated Mobile Security Tower.

Please confirm that the required quantity is two (2) complete towers.

Government’s response: Quantity should be 2 complete towers

2. Camera package: Please provide or confirm the minimum requirements for the two PTZ cameras and remotely accessible recording system, including resolution, night/low-light capability, recording-retention period, remote-access method, required cellular or network connectivity, display-monitor specifications, and whether any subscriptions or data service must be included.

Government’s response: Should be a self-contained system with a DVR; there will be no subscriptions or network connectivity

3. Camera compliance: Please confirm whether the camera and recording equipment must be specifically identified as NDAA/Section 889 compliant in the technical quotation.

Government’s response: This will operate independently off the VA network; there are no requirements

4. Trailer electrical connector: The SOW requires a 5,000-pound torsion axle with electric brakes but also specifies a four-prong flat towing connector. Please confirm whether a seven-way connector and electric-brake circuit/controller interface are required.

Government’s response: This is an oversite on the customer’s part when completing the SOW.

The electric brakes are not required; the flat four pin wire connect is sufficient.

5. Installation and training: Please confirm whether installation consists of delivery, unloading, initial setup, functional testing, and operator training, with no construction, anchoring, or utility connections required. Please also advise whether there is a required number of trainees or minimum training duration.

Government’s response: Yes, installation consists of delivery, unloading, initial setup, functional testing, and operator training, with no construction, anchoring, or utility connections required.

No, there is no minimum number of trainees or duration of training

6. Delivery: Please confirm that 60 days ARO is a mandatory delivery requirement, or whether the VA will consider a documented OEM production lead time exceeding 60 days.

Government’s response: 60 days is estimated time for delivery. We do not have a mandatory required delivery date

7. Trailer documentation: Please confirm whether the contractor must provide a Manufacturer’s Certificate/Statement of Origin, title, temporary registration, or license plate for each tower, and whether the VA will complete permanent registration.

Government’s response: Typically, the manufacturer will provide a title then the Government will give the title to the GSA service Chief so he may obtain a license plate.
