About this file

This is Amendment 0002 to Solicitation 36C25626Q1064, issued by the Department of Veterans Affairs (VA), G.V. (Sonny) Montgomery VAMC in Jackson, Mississippi. The amendment, effective August 27, 2026, incorporates industry questions and answers 1-4 addressing vendor inquiries regarding PFT (Pulmonary Function Testing) equipment procurement. The amendment is administered by the A&MM Service (90C) at the Ridgeland, Mississippi facility.

The VA will evaluate all offers on a lowest-price, technically acceptable (LPTA) basis and award to the lowest offeror. The PFT system must produce high-quality spirometry compliant with ATS/ERS and GLI standards and be integrated with current spirometry and CPET data. Breathing mass flow sensor/housing components can be cold-sterilized, while body-box, chair, and external surfaces must be cleaned with disinfectant wipes after each patient test, achieving 99.999% viral/bacteria elimination per patient testing. The equipment must connect to the VA network and integrate with current reporting formats including patient past spirometry and CPET studies. Demonstrations are not required; quoters must instead provide sufficient descriptive literature, including product name, make, model number, part numbers, and illustrations or drawings demonstrating compliance with all salient physical, functional, and performance characteristics specified in the solicitation. All other terms and conditions of the solicitation remain unchanged.

The purpose of this amendment is to incorporate industry questions and answers 1-4.

All other terms and conditions remain unchanged.

CONTINUATION PAGE

Questions and answers 1-4

1 · How will the VA evaluate total clinical, operational, and financial value?

Will the bid evaluation consider total cost of ownership, service response, warranty, preventive maintenance, training, software upgrades, and long-term operational costs rather than acquisition price alone?

The Gov will evaluate ALL offers on a pass/fail basis and award to the lowest offeror

2 · What technical, quality, and infection control standards must the system meet?

Must vendors demonstrate compliance with current ATS/ERS standards for spirometry, DLCO, lung volume testing, infection control requirements, cold-sterilized or fully clean breathing pathways between patients, disposability standards, and procedures for managing exposure to infectious diseases such as TB, measles, and COVID-19?

PFT must produce high quality spirometry with acceptable, repeatable, and reproducible according to ATS/ERS and GLI standards, and more importantly must be integrated with current spirometry and CPET data. Breathing mass flow sensor/housing components can be cold-sterilized, body-box/chair/external surface are to be wiped down with disinfectant wipes after each patient testing, and 99.999% viral/bacteria per patient testing.

3 · How will system usability, maintenance, and workflow efficiency be assessed?

Will the VA evaluate requirements related to biological quality control, calibration, preventive maintenance, consumables, flow sensor usage, laboratory space considerations, equipment footprint, and the overall impact on clinical workflow and efficiency?

LPTA is a pass or fail evaluation methodology – either the equipment meets the specifications and performance characteristics listed in the solicitation or it doesn’t; a comparative analysis between quotes will not be conducted if LPTA is stated in the solicitation.

4 · What procurement, IT, and vendor participation requirements apply?

Will the VA require compliance with Made in America policies, permit additional vendors to demonstrate their systems before award, and specify preferences regarding vendor-supplied versus VA-managed computers, servers, and IT infrastructure?

It connects to VA network and must be integrated with current reporting format with patient past spirometry and CPET studies.

Demonstrations are not being requested – quoters are required to provide sufficient descriptive literature with their quotes to demonstrate their product meets the specs –

Please see reference Instruction to Offerors, para 2b:

Quoter’s Product. The Quoter shall describe the products being quoted, the Government reserves the right to use all readily available information to evaluate the quoted product(s).

Offers of "equal" products, including “equal" products of the brand name manufacturer, shall-

i. Meet the salient physical, functional, or performance characteristics specified in this solicitation.

ii. Quoters shall provide the name, make or model number, and part numbers for all equipment.

iii. Quoters shall provide descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer.
