About this file

This is a Statement of Work (SOW) for the procurement and delivery of an Advanced Instruments Osmo1 Single-Sample Micro-Osmometer for the Central Arkansas Veterans Healthcare System (CAVHS) in Little Rock, Arkansas.

The instrument will be installed in the Clinical Chemistry Laboratory within the Pathology & Laboratory Medicine Service to measure osmolality in serum, plasma, urine, and other body fluids in support of patient care and regulatory compliance with CLIA and College of American Pathologists (CAP) requirements. The osmometer must be a benchtop microosmometer using the freezing point depression method with specifications including a measuring range of 0-2000 mOsm/kg H2O, resolution of 1 mOsm/kg H2O, sample volume requirement of 20 microliters or less, and throughput capacity of minimum 20 patient samples per hour. Required features include a touchscreen interface, integrated barcode scanner, thermal printer, internal data storage, LIS connectivity ports (Ethernet/USB), 2 or 3-point calibration capability, and operation on standard electrical power (100-240 V, 50/60 Hz). The contractor must deliver the fully assembled and operational equipment to the specified VA facility address, provide complete operator's manuals and technical/service manuals in hard copy and/or digital formats, and compile manufacturer-recommended maintenance materials. The contractor is responsible for supplying all required parts, components, tools, and accessories necessary for installation, though VA personnel will perform the physical installation. A minimum one-year manufacturer's warranty covering all parts and labor is required, beginning upon installation and Government acceptance, including all travel and shipping costs for warranty repairs and telephone/remote technical support during business hours. The contractor must conduct a joint inspection with the Contracting Officer's Representative upon delivery, and final acceptance is contingent upon successful completion of the laboratory's verification/validation studies demonstrating performance meets manufacturer and laboratory requirements.
