About this file
This is a federal contracting certificate form (FAR 52.225-4) used for Buy American Act compliance in solicitations that include Free Trade Agreements and Israeli Trade Act provisions. The form is effective November 2025 and represents a deviation from standard FAR language.
The certificate requires offerors to certify the origin and classification of all end products being supplied. Offerors must identify which supplies are domestic end products (the default assumption), which are Free Trade Agreement country end products or Israeli end products, and which are other foreign end products. For domestic end products, offerors must separately identify any that contain critical components as defined in FAR 25.105. The form includes three distinct disclosure sections: one for Free Trade Agreement country end products (excluding Bahraini, Moroccan, Omani, Panamanian, or Peruvian products) or Israeli end products; one for all other foreign end products; and one for domestic products containing critical components. Each section requires the offeror to list the relevant line item numbers and countries of origin. The Government will evaluate all offers according to the policies and procedures established in Part 25 of the Federal Acquisition Regulation regarding domestic preference and trade agreement compliance.
