About this file
This is an Amendment to Solicitation (SF 30) extending the deadline and providing vendor Q&A responses for a Request for Quote (RFQ) issued by the Department of Veterans Affairs, Central Arkansas Veterans Healthcare System (CAVHS), Network Contracting Office 16 in Alexandria, Louisiana. The solicitation number is 36C25626Q0546, with a NAICS code of 339113 (small business size standard of 800 employees) and FSC/PSC code of 6530. The original offer receipt deadline of May 11, 2026, has been extended to May 18, 2026, at 8:00 AM CDT. The procurement is for 10 units of Brand Name or Equal Baxter/Hill-Rom Progressa+ ICU Bed Systems with 36-inch frame width. Salient characteristics include an in-bed scale, foot-of-bed egress in chair position, chest physiotherapy capability, and a fifth feature not fully detailed in the excerpt. The solicitation is unrestricted and anticipates a firm-fixed price supply order award.
The amendment addresses nine vendor questions and answers that clarify key requirements: all 10 beds must be the 36-inch width; delivery is expected 6-8 weeks after order receipt to the North Little Rock warehouse at 2200 Fort Roots Drive, Building 182, North Little Rock, AR 72114; only the specified 1-year warranty is required with no extended coverage or mattress assessment inclusions; training is required only for "or equal" products, not brand name items; Wi-Fi modules are no longer required; clinical evaluations and recommendations from wound care will be considered but clinical trials are not of interest. The contracting officer is Arlene A. Blade.

See vendors’ questions and answers below:
Question 1: Are all 10 units required to be the 36” width as per the line item? Or, is the facility looking for a mix of both 36” and 40” widths within this 10-unit order?
Answer 1: The 36’’ frame widths for all 10 of the beds that are being requested.
Question 2: Clarify delivery timing expectations.
Answer 2: Delivery expectation is 6-8 weeks after receipt of order.
Question 3: Clarify delivery location needs.
Answer 3: Delivery must be the NLR warehouse, no exceptions unless a vendor is bringing AND installing equipment. We have no process for receiving equipment at the LR warehouse. It’s only for certain medical supply deliveries.
This is where they must be delivered:
2200 Fort Roots Drive, Building 182 North Little Rock, AR 72114 Question 4: Would the hospital prefer an extended warranty for the life of the bed, versus the 1-year warranty specified?
Answer 4: No, only the 1-year warranty specified.
Question 5: In addition to the warranty requirement listed in the RFQ, would the hospital be interested in including with that warranty mattress assessments and mattress cover replacements for the life of the bed (per recent federal mandates for mattress assessments and cover replacements, per manufacturer IFUS)?
Answer 5: No, only the 1-year warranty specified.
Question 6: Would the hospital like to specify the vendor training requirements, as noted on Page 10?
Answer 6: If brand name products provided, no training is required. Training is required for “or equal” products.
Questions 7: Discuss the Security note listed on Page 10.
Answer 7: It’s no longer a requirement that the beds have the Wi-Fi modules. Omit this requirement.
Question 8: Given the objective for pressure injury prevention as described in the statement of work, would the hospital consider a clinical evaluation of surfaces to determine the most effective solution? If so, would the wound care recommendation for the clinically preferred surface be considered?
Answer 8: A clinical evaluation as well as the recommendations from wound care would be considered but not guaranteed.
Question 9: Would the hospital consider a clinical trial or clinical evaluation that allows for evaluation and feedback from safe patient handling, wound care, and other relevant CAVHS staff?
Answer 9: CAVHS is not interested in a clinical trial.
