About this file

This is a Performance Work Statement for the replacement of a hydronic cooling coil for Air Handler Unit (AHU)-W located at Building B-110 of the Michael E. DeBakey VA Medical Center in Houston, Texas. The contractor must remove the damaged cold-water coil from the existing York XTI-066x102-FANA046A outdoor air handler (rated at 27,000 CFM, installed circa 2006) and replace it with a new coil meeting or exceeding the original's quality, capacity, and specifications including temperature, pressure, and flow ratings. The new coil must feature a corrosion-resistant coating equivalent to Electro Fin E-Coat or Epoxy Immersion Coating and must be submitted for VA review and approval. All work requires coordination with the Contracting Officer's Representative (COR), with shutdown activities scheduled outside normal hospital hours over a weekend (Friday late afternoon through Sunday evening) to maintain medical center operations. The contractor must perform system testing to verify water and air flows, confirm cooling functionality, and identify any leaks before reinstalling cabinet panels and insulation.

The contract requires completion within 60 calendar days from award, with the VA preferring the earliest possible start. The contractor must be licensed by the State of Texas to perform HVAC work and shall provide manufacturer specifications for new coils, maintain a one-year labor and materials warranty from project completion, and comply with all OSHA safety requirements and hot work permits. Daily debris removal is mandatory, and all contractor personnel must obtain short-term VA identification badges requiring two valid government-issued photo IDs. The government will provide utilities, limited storage space, restroom facilities, and authorized parking; the contractor is responsible for all labor, materials, equipment, permits, supervision, and any damage repair.
