About this file

This is a Sources Sought Notice issued by the Department of Veterans Affairs, Network Contracting Office 16, seeking market research information for a potential procurement of medical equipment.

The Michael E. Debakey VA Medical Center (MEDVAMC) in Houston, Texas (located at 2002 Holcombe Boulevard) intends to procure two units of an ALCON Vitreoretinal Cataract System (Clear Jones Tubes, item number 900484665). The solicitation number is 36C25626Q0440, with a response deadline of March 3, 2026, at 1:00 PM Central Time. This is not a formal solicitation or request for proposal, but rather a Request for Information (RFI) to identify potential vendors and gather market pricing data to inform the VA's procurement strategy, including whether to use a set-aside or unrestricted competitive approach. Responses should be submitted via email to Oney Kelly at Oney.kelly@va.gov with the subject line "MEDVAMC Vitreoretinal Cataract System," formatted in Microsoft Word (8.5 x 11 inches, 12-point font, 1-inch margins).

Vendors must provide detailed responses addressing six specific inquiries: manufacturing location with supporting documentation, business size and Non-Manufacturer Rule compliance status, evidence of authorized distributor status with access to OEM parts, contractor contact information and DUNS number, small business certifications if applicable, and availability under existing government contracts (GWAC, GSA Schedule, IDIQ, or BPA). The VA emphasizes it does not accept grey market items and requires authorized distributor credentials. Estimated market pricing information is requested to assist in determining procurement strategy. The NAICS code is 339112 with a Small Business Administration size standard of 1,000 employees. All information provided will be used as market research and will not be released outside the MEDVAMC Purchasing and Contract Team.
